An Administrative Resolution amending the Salary
Plan and Rates of Compensation Resolution regarding
the rate of pay for the classification of
Financial Analyst.
RESOLVED, that the Salary Plan and Rates of Compensation Resolution be
amended in Section V, Unclassified Positions, by adding to the last
paragraph, in proper alphabetical order, the classification of Financial
Analyst; and be it
FURTHER RESOLVED, that the Salary Plan and Rates of Compensation
Resolution be further amended in Section V, Subsection D, under the heading
"Professional Employees Non-Supervisory" by inserting the following:
GRADE 10
Financial Analyst
and be it
FINALLY RESOLVED, that this resolution shall take effect and be in
force on the first pay period after the passage, approval, and publication
of this resolution.

DES RIPTION OF WORK
General Statement of Duties: Peforms responsible professional work
involving collecting, compiling, and analyzing data; prepares
recommendations based on data research; and performs related duties as
required.
Supervision Received: Works under the general supervision of a
unit or division head.

TYP CAL DUTIES PERFORMED
The listed examples may not include all the duties performed by all positions
in is class.
Prepares tables, maps, graphs, spreadhseets, and charts for visual
presentation or to include in various reports; prepares narrative,
statistical, and financial sections of requested reports.
Prepares and presents complex technical material or complex issues, or
both, to nonspecialists.
Evaluates long-range studies and develops economic and technical analyses
relating to a variety of issues.
Prepares economic models, cost-benefit analyses, linear programming,
decision analysis, systems and simulation models in the evaluation of
public issues.
Investigates the operations of City departments and agencies with reference
to organization, budgetary requirements, and program analysis.
Prepares in depth cost studies of departmental operations.
KNO EDGE, SKILLS AND ABILITIES
Knowledge of legislative decision making process.
Knowledge of program analysis budget methods.
Knowledge of governmental appropriation and budget principles and
administration.
Working knowledge of one or more quantitative techniques such as: economic
models, cost-benefit analysis, queuing approaches, linear programming,

Skill in dealing with the City Council and their immediate staff.

Considerable ability to effectively communicate, both orally and in

Ability to conduct financial analysis related to utility rate structures
and franchise fees.
MINI QUALIFICATIONS
Master's degree in Business Administration; or registration as a Certified
Public Accountant, Certified Internal Auditor, Certified Management
Accountant, or equivalent or; Bachelor's degree in Business Administration
and two years' professional experience in financial analysis, budgeting, or
auditing. (No substitution for a Bachelor's Degree.)

Th attached Resolution and Ordinance establishes the classifications of Financial
An yst and Policy Analyst in the Unclassified Service of the City and also sets the
mi 'mum qualifications and compensation level for the classifications.
COS BENEFIT BUDGETARY AND PERSONNEL IMPACTS ANTICIPATED:
Pro essional support positions in the City Council Investigation and Research Center
are currently allocated to the Provisional Research Analyst I classification or are
emp oyed under consulting contracts. Research Analysts are allocated to Grade 7 of
the "Professional Employees Non-Supervisory" Salary Schedule. The proposed Policy
An yst and Financial Analyst classifications are allocated to Grade 10 of the
"Pr fessional Employees Non-Supervisory" Salary Schedule.
