RESOLUTION APPROVING AND AUTHORIZING ISSUANCE OF A NEIGHBORHOOD STAR

LOAN TO FROGTOWN ENTREPRENEUR CENTER, NON-PROFIT
8 WHEREAS, FEC, a non-profit corporation, has requested a$'124,000 loan through the year-round
9 Neighborhood STAR Program for purchase and renovation of a vacant building adjacent to the
10 Frogtown Entrepreneur Center for use as an expansion of the Center; and
11
12 WHEREAS, the project has been reviewed by the Neighborhood STAR Board for consistency with
13 the program guidelines, and by staff of the Department of Planning and Economic Development for
14 consistency with the applicable lending criteria ; and
15
16 WHEREAS, the Neighborhood STAR Board has recommended this project to the Mayor and City
17 Council for financing through the STAR program; now, therefore be it

RESOLVED, that upon the recommendation of the Mayor, and with the advice of the
Neighborhood STAR Board, the Council of the City of Saint Paul does hereby approve a
Neighborhood STAR Loan for Frogtown Entrepreneur Center in the amount of $124,000 for
purchase and renovation of 625-627 University Ave; and be it
FURTHER RESOLVED, that the Director of Planning and Economic Development is hereby
authorized to execute the necessary documents in connection with the loan, and in such form as
acceptable to the City Attorney on behalf of the City. �
