WHEREAS, the Night Moves program has been a very successful and populaz activity since 1990; and
WHEREAS, the St. Paul Division of Parks and Recreation has been awarded a gant through the State of
Minnesota Department of Huntivi Services, Chemical Dependency Division in the amount of $119,280 for the
period October 1, 1999 through September 30, 2001, for the Night Moves Program; and
WI�REAS, the Division of Parks and Recreation desires to establish financing and spending plan for the first
year of the grant; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that
there are available for appropriation, funds of $59,640 in excess of those estimated in the 1999 budget; and
Wf �REAS, Council fi]e 277520, adopted October 1, 1981 did establish certain Special Fund Policies; and
WHEREAS, the Mayor recommends that the following additions be made to the 1999 budget:

Children ages 13-19 are at risk to the temptations of drug, alcohol and tobacco use and abuse. The Night Moves program
provides approximately 965 teens an opportunity each summer to participate in supervised athletic, enrichment and drug
prevention activities designed to provide a healthy and worthwhile alternative to involvement in negative behaviors.
ADVANTAGESIFAPPROVED:
Funding will become available to provide a variety of activities to teens which will be interesting, educational, healthful and
fulfilling. The activities will foster self esteem in youth and expose them to positive adult role models. Participants will sign
a drug free pledge and attend drug prevention workshops and presentations.
