IiI�BEAS, the City of Saint Paul has received formal notice from
Independent School District �625 that it must cease operations of its Career
Guidance and ltiraining Center on or before April 1, 1988� currently located in
the Adams Sehool Building, 615 South Chatsworth; and
YEIEaE1LS, the City of Saint Paul currently leases space on an annual
basis at 1010 University Avenue to house staff and operate its federal, state
and local housing rehabilitation and mortgage programs; and
ii�EF.eS, the City of Saint Paul 8ousing and xedevelopmeat Authority owns
a building suitable for housing the operations of both the Career Guidanee and
Training Center and the Housing Rehabilitation Office; the former ldeal
Security Hardware Warehouse and Manufacturing Building, located in Lowertown
at 215 East Ninth Street; and
iii��EAS, in order for the City to utilize this building, extensive
rehabilitation must occur, including aceessibility modifications to the
entrances, elevator and rest rooms; and
YI�SEAS, the Housing and Redevelopment Authority is considering the
option of providing funds for the rehabilitation of the building, exclusive of
the improvements for aceessibility; and
WHEREAS, the City does have a Community Development Block Grant Project
entitled Accessibility to City Buildings which could be used for the
accessibility modifications this project requires; now, therefore, be it
BESOLYED, that upon the recommendation of the Mayor, with the advice of
the Capital Improvement Budget Committee, the Council of the City of Saint
Paul does hereby approve 'the use of Community Development Block Grant funds
for the accessibility portion of this project; said action to be accomplished
by transferring forward from CD Year VII the Handicapped Access to City
Buildings project, and inereasing the budget of the project by $200,000 in the
following manner:

Program Budgets are contingent upon the Saint Paul Housing and Redevelopment
Authority adopting a resolution authorizing and approving the additional
