Subject: Delays in processing charitabie gambiing application from Tanners
Lake VFW Auxiliary
You asked me to identify possible sources of delays in processing this
license appiication. Based on the information you provided (the License
Division packet) and discussions with Joe Carchedi , Bette Reitter, Ruth
Swanson, and staff of the City Clerk's office, I find that the following
timetable was observed:
11/21 (Saturday) : Application logged in with the License
Division (statutory 30 review period begins with this date) .
11/22 (Sunday) : Site plan and lease apparentiy received
from applicant by License Division (checklist cover sheet -
says 12j22, which is tomorrow and therefore is an error).
12/7 (Monday) : Letter sent from License Division to Police
requesting a records check.

12/7 (Monday) : Letter sent from License Division to
applicant announcing public hearing date as 12/22.
12/10 (Thursday) : Application materiats and Green Sheet
, sent to Councit Research. according to checklist.
12/11 (Friday> : Application received by Council Research,
according to CR tog; resolution sent to Councilmember
Nicosia for signature.
12/12 (Saturday) : Record check materiais received back in
License Division, according to checkiist.
12/12 (Saturday) : License Division processing comp}eted,
according to checklist.
12/18: Signed resolution and supporting materiais sent from
Council Research to City Clerk's office, according to CR
log.
The following items of information may be pertinent in pinpointing detays:
- The extent of processing time actually required within the
License Division is unknown because Kris (who handles the
applications) is not in today. Therefore, �t is impossible
to know whether the processing period between 11/21 and
12/12, a period of 22 day�, is typical .
- The week required for obtaining a Councitmember signature
occurred because Councilmember Nicosia was out of toWn
during that time. The 11/21 date on the appiication was
illegible, so staff might not have spotted the need to
reassign it to another Councilmember.
- The City Clerk's office usually does not schedule items on
an agenda untii the resotution and supporting materials have
been received. The City Clerk was not copied on the 12/7
letter setting the hearing date, and so had no way to know �
what the date was nor that the resolution was missing.
- Charitable gambling license applications do not go to
Council Research staff for analysis; however, if they had,
additional delays could have been encountered. CR staff
might have questioned the pertinent dates which fell on
weekends, the date in the future, or the lack of inclusion
of any respo�se from the police.
