Voting In the Matter of storm sewer construction for Payne Avenue from North Street
Ward to 200 feet Northeast of Bedford Street, to be known as the

The CouncIl of the City of Saint Paul having received the report of the Mayor upon the above improvement, and
aving considered said report,hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof
is$ 1 h2.,45(l , financed by Storm Sewer Service Charge $50,600 and State
and Federal Grants and Loans $111,850. No assessments

2. That a public hearing be had on said improvement on the �� day of January, 1988 ,at
nine ��o'clock a.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter,stating the
time and place of hearing,the nature of the improvement and the total cost thereof as estimated.

Tedesco/Payne Storm Sewer
Project No. 88-S-8034
Report Prepared - June 17, 1987
Public Hearing - January 19, 1988
PROJECT:
Construct a storm sewer system and storm sewer service connections where
requested on one area of the Phalen Creek Sewer System.
EXISTING CONDITIONS:
The project area is presently served by a combined sewer system. During
periods of heavy rainfalls, there have been reports of surface flooding. The
streets within the project area have bituminous roadways with concrete curb.
PROPOSED IMPROVEMENTS:
Storm sewer construction is proposed for Payne Avenue from North Street to
200' N.E. of Bedford Street. The new storm sewer construction is part of a long-
range storm sewer project which will result in a separated storm and sanitary
sewer system for the Phalen Creek area.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to sewer
separation.
POSITIVE BENEFITS:
With the completion of the city's sewer project, the chance of sewer backups
into basements and surface flooding will be reduced.
ADVERSE EFFECTS:
Normal problems associated with construction, such as noise, dust and general
disruption, will be present.
