; Summary of Engineering R commendations
; Stiilwater/ Nokomis Storm Se er & Paving Project
Project No. 88-S-8044 (P- 032, V-8032)
Report Prepared - Octo er 20, 1987
' Neighborhood Informational Meeti g - November, 1987
Public Hearing - Dece ber 10, 1987
PR E T:
Contruct a storm sewer system, water and sew r service connections and
recqnnections, street improvements and a roadw y lighting system in part of the Belt
LinSewer System. The area is bounded by C W Railroad, Nokomis Ave.,
Min ehaha Ave., and Flandrau St.
EXSTING CONDITIONS:
Thproject area is presently served by a combi ed sewer system. During periods of
m erate to heavy rainfafl, there have been rep rts of sewer backups into basements
an surface flooding problems.
Mny of the streets within the project area have an oiled roadway surface with no curb.
T e driving surfaces are fair to poor and roadw y widths vary because of lack of curb.
Sme street segments within the project area ave curb. However, attempts made to
s2lvage old curb when reconstructing road surf ces have been unsuccessful in the
pst; therefore, we are proposing to remove e sting curb and construct new curb and
gtter on oiled streets.
PROPOSED IMPROVEMENTS:
5treet improvements, street lighting and stor sewer construction are proposed for the
fllowing streets:

The ew storm sewer construction is part of a lon -range storm sewer project which
will rsult in a separated storm and sanitary sewe system for the Belt Line area. The
stret and lighting improvements proposed would compliment the storm sewer
contruction. New bituminous roadways with co rete curb and gutter are being
proposed. The standard roadway width of 32 fee has been reduced for some of the
strets to fit with the existing conditions and mini ize the number of tree removals, and
incrased for others on the State Aid System to onform to state standards. The
follqwing is a list of the proposed street widths:

(Stilivrater/ Nokomis Storm Sewer)
All ddiveway aprons wiil be reconstructed with co crete and a new concrete outwalk
wili e constructed for each home. Boulevards wi I be regraded and sodded. A new
energy efficient sodium vapor lighting system will e installed. Trees will be planted in
the qoulsvard areas where right of way width allo s and as needed to reforest the
are.
L ERNATE
To io nothing would be inconsistent with the city s committment to improve existing
oil streets, and to separate the combined sew rs. Constructing sewers without
stret improvements has not been effective in th past, in that the existing oiled streets
ara not capable of withstanding the construction activity necessary to construct the
se ers, and merely restore the trench areas. I proving the roadways in conjunction
wit sewer construction will save time, money a d inconvenience later.
PQSITIVE BENEFITS:
Wth the completion of the city's sewer project, he chance of sewer backups into
bsements and surface flooding will be reduce , and after rainleader disconnections,
s wer backups into basements will be eliminat d. General improvement of the public
ri ht-of-way in conjunction with street construc ion will enhance and add quality to the
n ighborhood. Street oiling would be eliminat d on new bituminous roadways.
AIDVERSE EFFECTS:
Iormal problems associated with constructio , such as noise, dust, and general
clisruption will be present.
