The area is bounded by NW Railroad, Nokomis Ave., innehaha Ave., and Flandrau St. XI IN NDITI N - he project area is presently served by a co ined sewer system. During periods of oderate to heavy rainfalt, there have been r ports of sewer backups into basements nd surface flooding problems. any of the streets within the project area ha e an oiled roadway surface with no curb. he driving surfaces are fair to poor and road ay widths vary because of lack of curb. ome street segments within the project are have curb. However, attempts made to alvage old curb when reconstructing road s rfaces have been unsuccessful in the ast; therefore, we are proposing to remove xisting curb and construct new curb and utter on oiled streets. The s reet and lighting improvements proposed w uld compliment the storm sewer nstruction. New bituminous roadways with oncrete curb and gutter are being roposed. The standard roadway width of 32 eet has been reduced for some of the reets to fit with the existing conditions and inimize the number of tree removals, and i creased for others on the State Aid System o conform to state standards. Boulevard will be regraded and sodded. A new e ergy efficient sodium vapor lighting system ill be installed. Trees will be planted in t e boulevard areas where right of way width Ilows and as needed to reforest the ea. TERNATE o do nothing would be inconsistent with the ity's committment to improve existing 'led streets, and to separate the combined s wers. Constructing sewers without reet improvements has not been effective in the past, in that the existing oiled streets re not capable of withstanding the constructi n activity necessary to construct the wers, and merely restore the trench areas. Improving the roadways in conjunction ith sewer construction will save time, money and inconvenience later. ITIVE BENEFIT • ith the completion of the city's sewer proje , the chance of sewer backups into asements and surface flooding will be reduc d, and after rainleader disconnections, ewer backups into basements will be elimin ed. General improvement of the public ght-of-way in conjunction with street constru tion will enhance and add quality to the eighborhood. Street oiling would be elimina d on new bituminous roadways. DVER EFFE T • ormal problems associated with constructio , such as noise, dust, and general isruption will be present. 4 ( tillwater/ Nokomis Storm Sewer `- —17 ) E TIMATE - Construction $2,794,000.00 Engineering & Inspection 461,000.00 Misc. 140.000.00 $3,395,000.00 Construction $2,416,000.00 Engineering & Inspection 471 ,000.00 Misc 121 ,000.00 Reforestation 82.000.00 $3,090,000.00 - 2 - illw r i i h in Construction $363,000.00 Engineering & Inspection 67.000.00 $430,000.00 TIMATED FINAN IN : - 44 State & Federal Grants & Loan $2,629,000.00 Sewer Service Fund Surcharge 40,000.00 Storm Sewer Service Charge 146,000.00 Water Utility 210,000.00 Assessments 370.000.00 $3,395,000.00 Assessments $745,000.00 MSA (1988) 248,000.00 Storm Sewer Service Charge .097.000.00 $3,090,000.00 V_8032 Assessments $ 108,000.00 CIB (88) 322.000.00 $430,000.00 5 ( tillwater/ Nokomis Storm Sewer 4 7— ' ) F D 1 I N NF RMATI N• F r additional information, contact: General Leon Pearson (292-6277 Marvin Sorvala, Bonestroo & As c.
