PR E T:
Con truct a storm sewer system, water and sew r service connections and
rec nnections, street improvements and a roadw y lighting system in part of the Belt
Lin Sewer System. The area is bounded by CN Railroad, Nokomis Ave.,
Min ehaha Ave., and Flandrau St.

The project area is presently served by a combin d sewer system. During periods of
mod rate to heavy rainfall, there have been repo s of sewer backups into basements
and urface flooding problems.
Man of the streets within the project area have oiled roadway surface with no curb.
The riving surfaces are fair to poor and roadway widths vary because of lack of curb.
Som street segments within the project area ha e curb. However, attempts made to
salv ge old curb when reconstructing road surfac s have been unsuccessful in the
past therefore, we are proposing to remove exist'ng curb and construct new curb and
gutt r on oiled streets.

The ew storm sewer construction is part of a lon -range storm sewer project which
will r sult in a separated storm and sanitary sewe system for the Belt Line area. The
stre t and lighting improvements proposed would compliment the storm sewer
cons ruction. New bituminous roadways with con rete curb and gutter are being
prop sed. The standard roadway width of 32 fee has been reduced for some of the
stre ts to fit with the existing conditions and mini ize the number of tree removals, and
incr sed for others on the State Aid System to c nform to state standards. The
follo ing is a list of the proposed street widths:

All dri eway aprons will be reconstructed with con r�te and a new concrete outwalk
wiil b constructed for each home. Boulevards wil be regraded and sodded. A new
ener y efficient sodium vapor lighting system will e installed. Trees will be planted in
the b ulevard areas where right of way width allo s and as needed to reforest the
area.

To d nothing would be inconsistent with the city' committment to improve existing
oiled streets, and to separate the combined sewe s. Constructing sewers without
stree improvements has not been effective in the past, in that the existing oiled streets
are t capable of withstanding the construction a ivity necessary to construct the
sew rs, and merely restore the trench areas. Im roving the roadways in conjunction
with ewer construction will save time, money an inconvenience later.
P TIV BEN FIT :
With the completion of the city's sewer project, th chance of sewer backups into
bas ments and surface flooding will be reduced, nd after rainleader disconnections,
sew r backups into basements will be eliminated. General improvement of the public
right of-way in conjunction with street constructio will enhance and add quality to the
neig borhood. Street oiling would be eliminated n new bituminous roadways.

The first 150 feet on the long side of residential corner lots
will not be assessed provided that the short side has been
assessed under this paving of oiled streets program.
Should you request a new storm sewer connection, sanitary sewer
connection or water connection , it will be assessed at actual
cost per connection. If you own vacant property which you plan
to develop soon , we suggest that you request that we construct
these connections at this time .
To insure an effective sewer separation program and to comply
� ith s���� �nd fe�eral cr.a.^.�ates � all ra; r.lea�era l�in�rn�nc,�,t¢ )
must be disconnected from the sanitary sewer. Your building 's
rainleaders are connected if exterior downspouts connect to .an

your building. Some apartments , commercial and industrial
buildings will require a separate storm sewer connection, and you
, should request a connection stub from the main sewer to the
property at this time to avoid a susbstanially higher cost to
