The Council of the City of Saint Paul has conduc ed a public hearing upon the above improvement, due notice •
t ereof having been given as prescribed by the City Char r; and
WHEREAS, The Council has heard all persons, objec ions and recommendations pertaining to said proposed improve-
ent and has fully considered the same; now, therefore, e it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
made, and the proper City officers are hereby directed nd authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completio of said improvement, the proper City officers shall calculate
1 expenses incurred therein and shall report the same to th City Council in accordance with Chapter 14 of the City Charter.
FURTHER RESOLVED, All provisions of ouncil File No. 86-0601, adopted May 13, 1986,

Dear Riki ,
This is in regard to the item on the Decemb.er 8 City Council
agenda regarding the elimination of the wood poles on Grand
Avenue in front of Ramsey Junior High School.
As you know, the Grand Avenue West Neighborhood Partnership
Program Project included new de orative street lighting and tree
planting on Grand Avenue bet een Snelling and just west of
Fairview . Those improvements ere planned and promoted by the
Grand West Planning Committee, ade up of representatives of the
District 14 Communitp Counc ' 1 , the Grand Avenue Business
Association and Macalester College.
These improvements also includ d the burial of the power lines
now housed on NSP wood poles b tween Cambridge and Snelling , a
stretch where there is no alley to shift the power lines to.
Macalester College has agreed t pay for the bulk of this work.
Unfortunately , however, the St . Paul Public Schools has found
themselves in no position to p y for the costs associated with
the routing of their servi e cables to a new pad mounted �
transformer . This means that t e two wood poles on the west side
of Cambridge in front of Ramsey Junior High could not be removed
and in fact, a third would have to be added.
Last May the Planning Committe agreed that it would be a shame
to leave any of the wood NSP p les in the NPP improvement area,
It vas decided to ask the C ' ty Council to amend its initial
assessment resolution so that he re—routing and nev transformer
costs can be borne by the entire assessment district. The school
district is willing to sign t e necessary underground service
agreements and provide space for the new transformer.
The costs associated vith g tting rid of the vood poles are
estimated to run no more than 18,000. The costs for the entire
improvement project have co e in approaimately $17,000 under
estimate. Additionally, the pr ject cost with the $18,000 for the
elimination of the rood poles is less than vhat most propert�
ovners have budgeted for as the City Council last May
( erroneously) approved asse sments based on a project of a
slightly larger scope than was undertaken.
