STAFF PRESENT: Christine Rozek, License, Inspections, Environmental Protection (LIEP)
The meeting was called to order at 4:02 p.m.
Doua Yang, owner, appeazed.
Christine Rozek reported this is a license application for East Side Mini Market and Gas
Inwrporated at 1530 Sherwood Avenue. The applicant is applying for gas station, grocery, malt
off sale, and cigarette licenses. All the requirements have been met and all inspections have
been made and approved. LIEP has no recommendation for conditions to be placed on the
license. There aze no pending adverse acfions against ttris licensee. LIEP's recommendarion is
approval.
Gerry Strathman asked was there anyone here that has objections to this license. (No one
answered.)
Mr. Strathman read letters that he received regarding this license: 1) dated 6-3-99, anonymous,
concerns are the store is filthy; 2) 6-5-99, anonymous, concerns are kids under age buying beer,
drinking azound the store, and the neighborhood is already going down hill; 3) 6-16-99, Lona
Kubicka, 1399 Hazelwood Street, concerns are gang related increase of crime in the last two
years, gunfire which caused bullets to go through her building, and stronger liquor will increase
crime; 4) 5-24-99, Jaclyn Pearson, 1551 Sherwood Avenue East, concerns are the store has
become a haven £or teenagers to loiter, pazking lot is full of cazs and kids much of the time, a
liquor license will increase this type of activity, increased traffic is bothersome and dangerous,
store is within a half block of two daycaze homes, there aze three liquor stores within one mile of
this loca6on, and there already has been one shooting incident.
Mr. Strathman asked did Chuck Repke have any objecfions to this license. Mr. Repke responded
District 2 Community Council has no position on this matter.
Mr. Strathman stated the owner has seen the objections and asked did he have anything to offer
or explain. Mr. Yang responded these things can happen anywhere. Before he purchased the
store, he checked the history and got police reports. None of these conceras in the letters are
directly related to the store.
Mr. Strathman asked will this license allow 3.2 beer to be sold. Ms. Rozek responded yes.
Karen Swenson, Northeast Neighborhoods Development Corporation, appeared and stated this
location has been a convenience store for many yeazs. It was a stable operation, and then it

suffered a series of changes in ownership. At various times in the last ten years, there have been
serious problems with crime, kids, loitering, littering. Mr. Yang will be a new owner and has
not yet closed on the property. When he initially looked at purchasing the properry, he talked
with Northeast Neighbarhood Development Corporation because of the small business loan
program. He has been awazded a small graut for rehabilitation and improvements to make it
more mazketable and to address some of the crime issues. When Mr. Yang closes on the
property, the conslruc6on work can begin. The objections aze appropriately addressed at former
owners.
Mr. Strathman stated the only issue in the letters that might have some applicability is the claim
that there are many other businesses that also sellliquor; however, there is no requirement that
limits the number of stores that can se113.2 beer. He does not find any basis for not approving
the licenses. If there aze problems after the license is approved, the City can take actions to
remove that license.
Gerry StraUunan recommended approval of the license.
