In accordance with Chapter 23 of the dministrative Code I herewith
submit for your approval the issues e City wishes to have certified
i to arbitration in the matter of the ity's 1987 negotiations with Fire
Fighters Local 21.
The issues and the City's final posi ions are listed below:

2. Issue
Insurance - Article 14
Final Position
New Insurance article aimed at r ducing the employers cost for
retiree insurance. This is achi ved by additional eligibility
requirements for retiree insuran e as well as having the retiree
pay for dependent coverage.
It also reduces the number of he lth insurance plans available
in 1988.
This is the first step with this group in revamping the insurance
program aimed at combining cost ontainment with adequate coverage.

3. Issue
Tour of Duty Holiday - Article 17
Final Position
New language which clarifies the ligibility requirements for a
Tour of Duty Holiday. This is si ilar to pro-rating of benefits
which is done for vacation and si k leave.
4. Issue
Severance Pay - Article 27
Final Position
New severance pay plan which elim'nates age as a factor for
eligibility. Eligibility will be based on years of service.
Maximum payment increased from $6 500 to $7,000. Current language
has been claimed to be age discri inatory.
5. Issue
Off-Duty Injury or Illness - Arti le 18.2.
Final Position
To delete language which provides six months pay for off-duty
injuries when no sick leave is av ilable.
6. Issue
Vacation and Holidays - Article 1
Final Position
New article combining Vacation an Holiday articles. This new
language clarifies the eligibilit for the floating holidays.
It also describes current practic s of calculating vacation and
holiday time off. This does not educe nor increase vacation or
holiday time off.

Final Position
New legal service language which xpands the current language.
The intent is to eliminate the Ci y's responsibility for pro-
viding legal service in cases whe e the employee is the plaintiff.
The current language has caused t e City a problem with other
groups in the past.

Worth line. This establishes a 1 7 corridor.
No other title in this Bargaining Unit has been recommended for

Councitmember Wilson said that �ast wee discussion was held pertaining to
verride seniority in three cases and he a ked for withdrawl of that item.
Jim Lombardi of the Labor Relations Of ice asked the Council to pass the
resoTution without any changes to move out of the preliminary step and he will
"ho]d" the resolution until the evaluation of the Firefighter title is complete.
Upon question of Councilmember Scheibel, M . Lombardi stated the primary problem
is the timeliness because if arbitration i necessary and this resolution is not
passed today work would have to start over again at square one,
There was considerable discussion.
Councilmember Wilson moved to delete the i em pertaininy to seniority.
