That 5ection 34 of the Civi Service Rules of �he City of
Saint Paul be and the same is he eby amended by adding new subsec-
tions 34 Q and 34 R to read as f llows:
"34Q. The following positio is hereby placed in
the unclassified service of he City of Saint Paul :
Council Investi ation and Re earch Center Director
34R. Minimum qualifications for such unclassified
position shall be:
A Bachelor' s Degree in Publi Administration, Business
Administration or Accountin and five years of pro-
fessional experience in publ c administration or
research, at least three yea s of which were in a
supervisory capacity; or a M ster ' s Degree in the
above cited areas and three ears of supervisory
experience in public adminis ration or research.

The Council Investigation an Research Center. Director
shall be appointed by the Ci y Council to serve a
term of five years and until a successor is appointed
and qualifies. During the f' rst six months of a term,
the director may be removed y the council upon
written notice but shall not thereafter be discharged
except in the manner and for the grounds provided by
the Civil Service Rules for mployees in the classified
service. "

DESCRIPTION OF WORK
General Statement of Duti�as: Perform highly responsible work planning,
coordinating, and directi;zg the overa 1 work program for the Council
Investigation and Researcll Center; an performs related duties as required.
Suvervision Received: Works under th general direction of the City Council
President, and reports to the full Co ncil and its committees as directed.
Sunervision Exercised: E:�ercises wit in the unit general supervision over
professional, technical, .�nd clerical employees.
TYPICAL DUTIES PERFORMED

Directs a work plan to im��lement the ity Council's strategic plan.
Develops, implements and manages the verall work of the unit.
Assists the Council Presi+ient in prep ration of the unit budget, develops and
presents recommendations, and adminis ers the approved budget.
Assists the Council in it:� audit revi w and analysis of the annual City
budget.
Researches, ar�alyzes, and provides in ormation to the City Council and Council
. staff as requested.
Confers with the City Council to dete ine the need for surveys and studies,
conducts surveys and studLes as direc d, and prepares results for p'resentation
and publication.
Directs studies of specific areas of a erations and personnel for necessary
organizational and operational changes.
Directs special administr,at�ve or oper ting pro�ects as assigned by the City
Council Management Committee. .
� Plans, coordinates, super.►ises, and ev luates the work of staff.
Provides information and staff service to citizen committees� commissions, and

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1 .
That Section 16. 03 of the S int Paul Administrative Code be
and the same hereby is amended t read as follows :
"16. 03. Council Investigat ' on and Research Center.
Subdivision 1 . Center Crea ed. There is hereby
created a council investiga ion and research center
which shall be under the su ervision and control of
the city council .
Subd. 2 . Council investiga ion and research center
director, appointment. The Council shall appoint
an investigation and resean c �enter director who
shall be in the unclassifie service of the city.
The director shall be appoi ted by the City Council
to serve a term of five yea s and until a successor
is appointed and qualifies. Durin the first six
months of a term the direct r may be removed by the
Council upon written notice but shall not thereafter
be discharged except in the manner and for the
grounds provided by the Civ' 1 Service Rules for
employees in the classified service.
