Section 2. " That the final plan for the said Planned Deve opment District be and is hereby approved by the City Council and pursuant to ection 60.735 of the Zoning Code shall be an integral part of this ordinance c eating the Planned Development District and shall be referred to as "PLANNED DEVELOPMENT N0. The new building footprint retains the setbacks established and approved in the preliminary plan for both the park ng lot and the residential building. 4. As a result of the new building co figuration, the alley which formerly ran parallel to Norfolk Avenue and out to Prior now will be redirected north to Norfolk forming an 'L' shape. The vacation process was started and the preliminary plat was filed. A cop of the preliminary plat is enclosed in this packet. 5. As required in section 67.402 of t e zoning code, the preliminary plat design was reviewed by the Planning Admin strator and reflects the reconfiguration of the alley north to Norfolk. 1�ao o tlots -- A and B -- are created along the ' north-south axis. Outlot B will b deeded to the ad,joining residential property owner to the west. As can be note from the plat, that property owner now has his driveway in the outlot B area. . 6. The new subdivision design conforms with the standards as found in section 67.406 Subd. (1) . 7. One modification of regulations whi h normally would apply to a multi-family � , development is required. Entrance nd exit to and from parking facilities must , be 25 feet from adjoining single f ily zoning districts. In this case, the surface parking lot will have acces to the new alley to the west and the alley driveway abuts the single zoning di trict on Norfolk. The configuration of parking lot ac ess to the alley is one which was achieved through negotiations with the resid ntial neighbors to the west. The neighbors wanted the option of access from th alley onto Norfolk or through the parking lot onto Prior. Traffic engineerin indicated that the level of vehicular activity through the alley is minim 1 and therefore the modification is ' reasonable for this development. G. Parking standards for 54 residcntial units would be 8 spaces. PD rezonings have no setback or density standards as found in other zoning dis ricts. These standards are based on the specific plan. This , proposal offers a west side ard setback ranging from 63 feet to 107 feet; the south and east setback will remain the same as the existing building. The parking arca will be set back from the existing residence to the �west by 7 feet; on the north side the setback range from 7 feet to 13 fect (due to the irregularly shaped lot). The entrance to the undcrgr und parking will be from thc allcy at Prior Avenue. The Traffic Engineering Depart ent recommends altering the radius of this entrance but foresees no problems with th s type of access. Access to the snrface lot is from Prior as well as from the alley. 3. Section 60.740 requires that t e Planning Commission and the Council review a PD proposal bascd on seven crite ia; these elements and the ability of the proposal to meet them are as follows: . (1) The proposed developme t is not in conflict with the Comprehensive Plan. The City's Comprehensiv plan states that the City docs not have enough housing units to meet the demand. It identifies as housing supply objectives that the City will expand rental opportuniti s, increase the variety of housing opportunities within neighborhoods and stabili e the City's population. The plan affirms that the City will emphasize alternatives to single-family detached homes and encourage med ura density housing on larger vacant or underutilized sites both within built up and eveloping city neighborhoods. As stated in the City's Co prehensive Plan, "St. Paul neighborhoods provide plenty of • tcstimony to the fact that he alternatives to single family homes needed to meet our population needs can bc e tirely compatible with neighborhood character which is predominately singlo famil " (2) The proposed developm�nt is designod to provide a desirable and unified � environment within its ow boundaries. The proposed development s strictly rosidential and provides 35 one-bedroom and l9 two-bedroom units; every u it will have one cnclosed parking space and additional surface parking will bc ava lable. Additional amenities include extra storage,, elevator access, a communit room and spa. The layout of the floors indicates that the plan maximizes the rive valley vistas to the south. (3) The proposed uses will not e detrimental to present or future land uses in the surrounding area. A vacant building on most s tes is a short step from deterioration, vandalism and a lowering of neighboring pro erty values. The proposed development will reverse such a trend with rehab and new construction efforts. The residential nature of the , development will cnsure co patibility with the surrounding lan3 uscs and the targeting of the units to thos 55 and over will provide housing options to a large segment of the District 15 p ulation. (4) The exceptions to the standa d requirements in the Schedule of Regulations are justified by the design of tho development. At this time no exceptions to the Schedule of Regulations' standard requiremcnts appear necessary. � (5) The PD or phase thereof is o sufficient size, composition, and arrangcment that its construction, marketing, and peration make it feasible as a complete unit without dependence upon any subsequ nt unit. Thero is no phasing involved n this PD proposal. The demographic characteristics of the district and recent city-wi e vacancy rates for multiple family housing indicate that such a development will e feasible aad can exist independent of any other development. . , � � /� � � File-#9993 � Page Three H. FINDINGS CONT'D. (6) The proposcd developm nt will not create an excessive burden on parks, schools, streets, or other public acilities and utilities which serve or are proposed to serve the PD. The site is adjacont to t e Hidden Hills park area. The target population is renters ovcr SS years of age. E rly review of the proposal does not indicate that public facilities or utilities wo Id eaperience excessive burdens as a result of this developmen� (7) The proposed developm nt is consistent with the reasonable enj�yment of neighboring property. . The site has ready acces to street systems which can accommodate traffic associated with this type of develo ment. The Mississippi River Boulevard is classified as a collector street. As wit other collector streets such as Arlingto_i, Hamline and Grand, its function is t connect neighborhoods within the same communities and carry traffic from local streets to the arterial system. This site is approximately one block from the Shepard oad-Highway 5 interchange, a minor arterial A classification. Immedia e access to a collector strcet and minor arterial streets would minimize traffic conges ion associated with the proposed multiple-family use. The ITE r ' report states that the average weekday trip rate for a retirement community is 3.3/dwelling unit (178 for 54 unit�J, for,a single family . home is 10/dwelling uni and for a community college is 1.55/student (496 trips for : 320 students, Summer 19 3 college cnrollment levcl). This data indicates that while the development will ge erate more weekday trips than a singlc family development, the vehicular activity at the site will be much less than when the site accommodated the chiropractic collegc. Finally, the proposal is f r residential development as opposed to its former institutional use. This d velopment will reinforce the residential character of the neighborhood and is con istent with the reasonable en joyment of �reighboring property. I. STAFF ANALYSi�: This propos I is a compromise proposal reached by the developer and the neighborhood. It includes a redu tion in the total number of units, a redesigned parking area for improved circulation, and a r duc�d west wing addition. It provides needed housing for a growing segment of thc populatio and provides a stabilizing neighborhood influence on a currently underutilizcd lot. J. The entire neighborhood was against it but the changed their decision because they thought the city might acquire the St. Therese sch ol building and something more undesirable then an apartment building be here, such a one member on the developers committee ` made a remark if we would rather have a ha f-way house he�e. l have more trust in our zoning and city ouncil then to do anything drastic to de- valuate our property and neighborhood. I had the city traffic controller check he traffic. He informed me it was normal 130 to 140 cars, but what will it be whe 54 units are put in? � The tenants are to be 55 years and older. I 'm sure that they 11 will not be retired at that age. They will be going and coming from work and i 's possible some will work ni_ghts. The developer ctaims it's not financial y feasible for him to use the building as is. It surely is not feasible for already c ngested neighborhood to have a four story build- ing in a single famity home zone. I an most of them are retired. Our house is eye levet with the school parking lot and unfortunately our bedrooms face .�= the lot. t�Jhen the Chiropractic school was here, they had night classes. 1•!e were awakened � every night after 11 o'clock by flashi g lights, racing motors and slamming car doors. � 'm sure that all the tenants will no be home early either. In winter the private parking lots we e plowed every time it snowed, between 2 and 3 o'clock in the morning for about 2 ours. We again were subject to all the noise. Isn't there some city ordinance to c ntrol this? I 'm sure the developer is not intere ted in improving the neighborhood. He is doing it for his own benefit.
