1 RESOLVED, that upon execution and delivery of a release in full to the City of Saint
2 Paul, the proper City officers are hereby authorized and directed to pay out of the Tort Liability
3 Fund 09070-0511 to Kathryn Woods the sum of $110,000.00 in full settlement of her claim for
4 damages sustained August 3, 1997, to her son, Kristopher Woods, as a result of an incident with
5 St. Paul police officers.

On August 3, 1997, after 4:00 a.m. Officer 7oseph Strong observed a car with three individuals roll
through a stop sign on the East Side in the City of St. Paul. Officer Strong stopped the vehicle. As
he approached, the driver, Kristopher Woods, age 15, took offat a high rate of speed. Officer Strong
pursued the vehicle but was involved in an auto accident. Several blocks away, Woods struck a
pazked car. Woods and the two juvenile passengers ran from the car. Other police officers in the

Officer Strong heazd the dispatch and began seazching the area with his canine partner. The canine
apprehended Woods in the front yard of a home and another passenger was found nearby. Woods
claims during the apprehension the officers allowed the dog to bite him after he surrendered and
repeatedly kicked and struck him. Woods was taken to Regions hospital where he received treatment
for dog bites to his legs, a head laceration, and contusions to his azms and back.

She further alleged the City of St. Paul failed to properly supervise or discipline the officers.
The defendants have denied plaintif£ s claims and asserted various defenses. The case has proceeded
through a discovery process and was ordered ready for trial after 7uly 1, 1999. Our officer has
entered into a proposed settlement with Kathryn Woods for the total sum of $110,000 which includes
her claims for damages, costs and attorney's fees. Woods' attomey will receive $55,17234 for costs
