WHEREAS , there is currently a vacancy in the position of
Director of the Council Investigat on and Research Center; and
WHEREAS , the Council of the City of Saint Paul is in the
process of reviewing and revisi g the classification and the
specifications for such ti�le; and
WHEREAS, it is necessary to properly insure a continuing
and effective operation in the Co cil Investigation and Research
Center by appointing a temporary D ' rector; and
WHEREAS , the City Council has asked Deputy Chief John Sturner
of the St. Paul Police Department o assume the position of Acting
Director and Deputy Chief 5turn r has agreed to accept such
appointment; now, therefore, be it
RESOLVED, that John Sturner is hereby appointed ta the
position of Acting Director of Cou cil Investigation and Research
to serve in such position until su h time as a permanent appoint-
ment is made, or for a period of time not to exceed six months,
whichever is shorter; and, be it
FURTHER RESOLVED, that John S urner shall have the following
duties and authority:
l . Supervise, direct, contr 1 and coordinate all staff
employed by the City C uncil , with the exception of
Councilmembers ' appointed ides, secretaries, and interns ;
2. Be the appointing officer or such staff;
3. Administer the Council bud et;

a permanent Director; and

presenting periodic repo ts to the City Council at its
meetings in the council chambers or in Room 707 City
Hall .

FURTHER RESOLVED, that durin the course of his assignment
as Acting Director, John Sturner' salary be charged to Council
Investigation and Research Cente budget activity code 00002
and transferred to Police Departm nt budget activity code 04300;
and, be it
FINALLY RESOLVED, that all rights, benefits, perquisites
accruing to John Sturner through employment as Deputy Chief in
the St. Paul Police Department sh 11 continue in full force and
effect during the period of time he serves as Acting Director
of the Council Investigation and Re earch Center.
