2 WHEREAS, the Council of the City of Saint Paul, in Council File No. 98-733,
3 established special district sign plans as part of the interim regulations contemplated in Council
4 File No. 97-1568, as amended, for the following neighborhood district councils: 2, 3, 4, 5, 6, 9,
5 10, 11, 12, 13 (Nlerriam Pazk and Snelling-Hamline azeas only), 14, 15 and 17; and

WIIEREAS, Council File No. 98-733 provided that these special district sign plans
would expire at such time as either new regulations pertaining to advertising signs were enacted
by the Council or on December 31, 1999, whichever may come first; and
WHEREAS, the Council, under a separate ordinance, will amend Council File No. 97-
1568 and extend the interim regulations provided therein for an additional eighteen (18) month
period for a total of thiriy (30) months; and
15 WHEREAS, for the purpose of eliminating any perceived inconsistency between the
16 period that the interim regulations aze in effect as set forth in Council File No. 97-1568, as
17 amended, and Council File No. 98-733, the Council will amend Council File No. 98-733 to read
18 in harmony with Council File No. 97-1568, as amended; NOW, THEREFORE,

2 BE IT RESOLVED, that Councii File 98-733 is hereby amended in pertinent part to read
3 as follows:

5 "BE IT FI3RTHER RESOLVED, that the interim regulations in effect by
6 viriue of this resolution and as required under Council File 97-1568, as amended.
7 shall be deemed to expire at such time as either new regulations aze enacted by the

The Planning Commission cannot complete its report to the City Council before
moratorium is scheduled to expire of August 24, 1999. Additional time is need
to complete the Planning Commission report for the City Council to act on the
Planning Commission report. Pending the passage, apQroval and effective date
an amendment to Council File No. 97-1568, a"bridge resol.ution" is needed to
NANTAGESIFAPPROVED between August 24, 1999 and the effective date of an amendment to
the moratorium ordinance.
Planning Commission is able to complete report in an orderly fashion. City
Council is able to review report on any such recommendations with ample time t
request additional information and conduct public hearings in an orderly fashi
without the complications of having to dealwith advertising sign petitions
