WHEREAS, the U.S. Department of the Interior, National
Park Service has planning grant funds available for urban
cities and counties; and
WHEREAS, the City of Saint Paul, Division of Parks and
Recreation wishes to coordinate Park Clean-up programs, system
and manage a volunteer maintenance program.
WHEREAS, the grant funds can be used to finance this
planning study;
NOW, THEREFORE BE IT
RESOLVED, by the Saint Paul City Council that proper '
City officials are authorized to submit a grant application
for $30,000 for a needs assessment; and
FURTHER RESOLVED, that proper City officials are
authorized to complete necessary agreements for acceptance of
a grant offer.

Recovery Action Program Scope (Description of the work to be undertaken)
This second generation planning grant will be used to develop an Assistant Park
Planner position with Saint Paul's Division of Parks and Recreation. It will
provide funding to:
1. Coordinate a Park Cleanup Program for City parks that will develop resident
commitment to City facilities and develop neighborhood projects; and develop a
� Park Trash Policy which penalizes City residents for using City parks as dumping
sites, this will promote cleaner parks.
2. Develop a computerized informational system that compiles and stores data
from maintenance inventory and generates statistics which will be used to improve
the efficiency and effectiveness of park maintenance and provide an accurate
account of all facilities and supplies.
3. Initiate and manage a maintenance volunteer program;that will allow volunteer
groups to "Adopt-A-Park," assist with parks cleanup projects as well as generate
additional staff time for other projects and increase public support for Parks and
Recreation.

The United States of America, represented by the Director, National
Park Service, United States Department of the Interior, and the Grants
Recipient above (hereinafter referred to as the Grantee) , mutually..agree
to perform this agreement in accordance with the Title X, Urban Park and
Recreation Recovery Program, 16 li.S.C. 2501, 92 Statue 3538 (1978) , and
with the terms , promises, conditions, plans, specifications, estimates ,
procedures , and assurances attached hereto and hereby made a part hereof.
T�e United States hereby promi�es, in consideration of .the promises made
by the Grantee herein, to obligate to the Grantee the amount of mon�ey
referred to above, and to tender to the Grantee that portion of the
obligation which is required to pay the United States' share of the costs
of the above Grant, based upon the above percentage of assistance. The
Grantee hereby pronises , in consideration of the promises made by the
United States herein, to execute the Grant described above in accordance
with the terms of this agreement.
� The Grantee agrees that no part of the noney appropriated by an enactment
or Congress shall, in the absence of express authorization by Congress ,
be used directly or indirectly to pay for any personal service, advertise-
ment, telegram, telephone, letter, printed or written matter, or other
device, intended or designed to influence in any manner a Member of Congress ,
to favor or oppose, by vote or otherwise, any legislation or appropriation
by Congress , whether or after the introduction of any bill or resolutior.

officers or employees of the United States or of its departments or agencies
from communicating to Members or to Congress, through the'' proper offical
channels, requests for legislation or appropriations which they deem

department or agency thereof, violates or attempts to violate this sectior.,
shall be fined not more than $S00 or imprisoned not more than one year,
or both; and after notice and hearing. by the superior officer vested with
the power of renoving him, shall be removed fron office or employ�►ent.
The Grantee agrees to acknowledge this assistance, in the resulting

SAINT PAUL PARKS AND RECREATION ASSISTANT PARR PLANNER
PROGRAM NARRATIVE
NE D FOR ASSISTANCE
The City of Saint Paul� has been underc�oing some financially
unstable times. In order to avoid additional taxation for
Saint Paul residents, the Mayor has addressed two key
projects that will affect the Division of Parks and
Recreation, specifically the announcement of the "Better
Neighborhood Program" and the Preventative Maintenance
Program. "Better Neighborhoods" began in January, 1987 , to
keep Saint Paul healthy and growing and highly competitive in
the world of the 21st Century. Parks and Recreation has
� joined with all City departments to work closely with
residents, civic and business leaders, c�overnment and social
service agencies to strengthen the quality of life in each of
the City's 17 diverse neighborhoods. The Preventative
Maintenance Program was developed to plan and implement a
Division-Wide computerized management system for facility
inspection, survey, inventory, data generation and
maintenance schedules.
Focusing on these two programs, Parks and Recreation
management has placed emphasis on: '
1. developing a planning process for constant monitoring of
all maintenance
2 . identifinc� and meeting neighborhood needs by working
closely with local communities through the "Better
Neighborhood Program"
3 . building partnerships between the City and volunteer
organizations to encourage inventive, neighborhood-based
efforts
OBJECTIV�;S
This position is viewed as a planning and development
component that will assist Saint Paul 's Division of Parks and
Recreation and comply with the Mayor's directives. The
principal objectives for this second generation planning
grant include the following functions:
1. Coordinate a Park Cleanup Program for City �arks;
utilizing volunteers, encouraging organizatiorrs and
neic�hborhoods to coordinate ongoing park clean-ups and
urging cooperation with businesses and organizations to
recycle products, initiate and reinforce a Park Trash
policy (recognized from past cleanup projects) , design

and develop program objectives, publicize �enalties for
violations and produce signs for public reinforcement.
2 . Develop an informational system to compile and store data
from the Division-wide maintenance inventory and generate
statistics for reports and budget considerations. Input
data from maintenance inspections and surveys into
computer.
3 . Initiate and manage an active maintenance volunteer
program that will allow volunteer groups to "Adopt-A-
Park" and assist with parks cleanup projects.
The Division has limited resources available for this
program. Department of the Interior assistance will be used
to further develop and manac�e the above programs and ideas
with the hope that after initial development and
implementation, most of these objectives will be self-
managed.
BENEFITS EXPECTED
The benefits of this Assistant Park Planner position will
have a broad-reaching affect for the people served by the
parks and recreation system as well as the City of Saint
Paul. It will help the Division of Parks and Recreation to
address many of the unmet needs mentioned above by provid�.ng:
1 . cleaner parks and facilities
2 . decrease of public dumping in City parks
3 . promotion of clean habits for park users and
neighborhoods
4 . better use of environment with conservation and
recycling practices
5 . more staff time available for additional projects
6 . increased volunteer assistance
7 . increase in public support for Parks and Recreation
programs
8 . improved working relationships between Parks and
Recreation employees, volunteers and businesses
9 . respect for City parks and environment

APPROACH
The Division will hire an assistant planner to manage these
new priorities. The following responsibilities will be
included in this position:
1.. Coordinate a Park Cleanup Program
* Design and develop program guidelines and objectives
* Locate problem areas in the City parks
* Develop promotional materials
* Promote program through news releases, public service
announcements, etc.
* Solicit donations from local businesses (i.e. rakes,
garbac�e bags, etc. )
* Coordinate volunteers' interests with park locations
* Coordinate supervision for each volunteer group and
location
* Recoc�nize volunteer efforts with thank you letters,
certificates or publication in local newspapers

* Design, develop and promote a park trash policy which
will penalize City residents who use City parks as
dumping sites for their trash
2 . Develop a Maintenance Informational System:
* Identify types of statistics needed for reports and
_ budc�et requests
* Assist a computer specialist to design a proc�ram that
meets these needs usinc� the system and capabilities
available in the Division's Maintenance current
computer system
* Input this proc�ram into the computer system
* Gather inspection and survey data from maintenance
district supervisors
* Input information into the computer

3 . Coordinate Volunteers:
* Work with the Parks and Recreation Supervisor of
Volunteer Services to design and develop program
guidelines and objectives
* Work with Maintenance staff to identify positions or
duties available for volunteers
* Design volunteer job descriptions
* Promote positions as needed through news releases,
public service announcements, etc. �
* Interview and place volunteers
* Develop training materials and programs for Division
staff and volunteers
* Assist in problem situations
* Recoc�nize volunteer efforts with thank you letters,
certificates or publication in local newspapers
EVALUATION
The results and success of the project will be evaluated
through the Pollowing:
1. Park Clean-up Pr�qram--Total number of: a) volunteers
involved in cleanup programs, b) hours volunteered, c)
City parks cleaned and d) garbage bags filled
2 . Maintenanae Informational System--provide and use material
generated from system for reports and budget requests
3 . Volunteer Proqram--Total number of: a) new positions
developed, b) volunteers involved, c) hours volunteered
and d) parks adopted
It is anticipated that evaluation and reporting will be done
on a quarterly basis, with a final report and evaluation
prior to January 1, 1989.

EXPLANATION•
Personnel includes salary ex�enditures for the full-time
Assistant Park Planner position at $28 , 000. 00, 10% of full-
time supervisory and administrative positions at a combined
total of $9 , 967 .00 and 30� of full-time clerical support at
$5, 000. 00 . Project Management personnel is made up of
supervisory and administrative positions and along with
clerical support are supplied from current full-time -
employees .
Benefits are calculated at 26� of the salary.
Supplies include postage, printing, �aper, materials for
signs, etc. used for public information and general
correspondence.
Trainincr includes specialized training for the Assistant Park
Planner position, use of the computer and computer program,
and coordination and management of volunteers.
Indirect Charues are calculated at 4� of the total grant and
include the costs of obtaining the grant.
