To provide for the designation af the month of October 1987 as "AIDS Prevention
Month in Saint Paul ".
Whereas, the President of the United States of America has recognized AIDS as
the number one public health threat;
Whereas, the U.S. Department of Health and Human Services has projected that by
the end of 1991 the cumulative total of AIDS cases in the United States will
reach 270,000, with as many as 180,000 deaths;
Wherea$, in the absence of a cure or a vaccine for AIDS, information and
education are our primary and most effective means of controlling and preventing
the spread of this disease;
Whereas, if the AIDS epidemic is not controlled through a major national
education and information effort, the human and economic impact on American
society will be devastating;
Whereas, numerous groups and individuals throughout the country have already
responded to t he need by reach i ng o ut to ed ucate t he pu bl i c and to care f or
peopl e with AIDS and thei r fami 1 i es; Now, therefore, be it
Resolved by the Mayor and the Saint Paul City Council that the month of October
1987 i5 designated as "AIDS Prevention Nbnth in Saint Paul" and that the Mayor
is authorized and requested to issue a proclamation calling upon the people of
Saint Paul to observe October with appropriate activities.
