The area is bounded by Hazelwood, Ivy, Winthrop and Larpentuer. EXISTING CONDtTiONS: The project area is presently served by both a storm sewer system and a combined sewer system. During periods of moderate to heavy rainfalls, there have beEn reports of sewer backups into basements and surface flooding problems. The initial storm sewer was designed as a relief sewer system; therefore, areas within the drainage area remain connected to a combined sewer system. Many of the streets within the project area have an oiled roadway surface with no curb. The driving surfaces are fair to poor and roadway widths vary because of lack of curb. Some street segments wthin the project area do have curb. However, attempts made to salvage ald curb when reconstructing road surfaces have been unsuccessful i the past; therefore, we are preparing to remove existing curb and construct nev urk ard gutter on oiled streets. PROPOSED IMPROVEMENTS: Street improvements, street lighting and storm sewer construction are propo:ed for the following streets. Clear - 500' W. of Hazel to Hazel Cottage - 500' W. of Hazel to Ha2el Montana - 900' E. of Hazel t- Hazel lowa - Ruth to Furness Idaho - White Bear to Craig Place Idaho - Hazel to Luella Luella - Idaho to California Fumess - lowa to Idaho Kennard - Nevada to Christie Place Germain - Nevada to Nebraska Nevada - Germain to Kennard Montana - Kennard to 30()' East lowa - Kennard to 300' East Idaho - Germain to 300' E:. of Kennard California - Kennard to Flandrau Hazel - Hoyt to, Idaho Hoyt - Furness to Winthrop _-----_._ . /5- Fiandrau/Idaho Storm Sewer 2 Street improvements and street lighting are proposed for the following streets: Furness - Nebraska to Hoyt Ruth - Nebraska to Larpenteur Luella - California to Larpenteur Hazel - Montana to Hoyt Van Dyke - Idaho to Larpenteur Clear - White Bear to 500'W. of Hazel Clear - Hazel to Furness Cottage - White Bear to 500' W. of Hazel Cottage - Hazel to Furness Montana - 900' of Hazel to Ruth Idaho - Craig Pface to Hazel Idaho - Luella to Ruth Kennard -Arlington to Nevada Kennard - Christie Place to Larpenteur Germain - Arlington to Nevada Germain - Nebraska to Idaho Nevada - Kennard to Flandrau Nebraska - Germain to Flandrau Montana - Germain to Kennard Montana - 300' E. of Kennard to Flandrau Hoyt - Germain to Kennard lowa - Hazelwood to t:ennard lowa - 300' E. of Kennard to Flandrau Idaho - 300' E. of Kennard to Flandrau Storm sewer construction and restoration in kind is proposed for the followiny streets: Arlington - White Bear to 450' E. of Hazel Nebraska - 250' E. of Hazel to 670 E. The street and lighting improvements proposed would complimeni the storm sewer construction. New bituminous roadways with concrete curb and gutter are being proposed. The roadway width will be 32 feet except on Luella from Idaho to Larpenteur and Furness from lowa to Idaho, where reduced right-of-way will limit the roadway width to 30 feet. All driveways willbe reconstructed with concrete and new concrete outwalks will be constructed for each home. Boulevards will be regraded and sodded. A new energy efficient sodium vapor lighting system will be installed. ALTERNATES: To do nothing would be inconsistent with the city's committment to improve existing oiled streets. Typical roadway improvements which have been constructed recently in adjacent residential areas are being proposed here. Impoving the roadways in conjunction with sewer construction will save time, money and inconvenience later. POSlTIVE BENEFITS: With the completion of the city's sewer project, the chance of sewer backups into basements and surface flooding will be reduced. After rainleader disconnections, sewer backups into basements will be eliminated and surface flooding reduced. General improvement of the public right-of-way in conjunction with sewer construction will enhance and add quafity to the neighborhood. Street oiling would be eliminated on new bituminous roadways. ADVERSE EFFECTS: Normal problems associated with construction, such as noise, dust and general disruption, will be present.
