Advisory body. The commission shall serve as an advisory body to the mayor and city council on municipal heritage preservation matters. 2. Survey. The commission shall conduct a continuing survey of all azeas, places, buildings, struchues or similar objects in the City of Saint Paul which the commission, on the basis of information available or presented to it, has reason to believe aze or will be eligible for designation as heritage preservation sites. 3. Designation of sites. The commission shall recommend to the mayor and city council azeas, buildings, objects or districts to be designated as heritage preservation sites ...; and WfIEREA5, the City of Saint Paul has designated few sites for heritage preservation in recent years and the last survey of historic sites in the city was conducted from 1980 to 1983; and WHEREAS, a significant body of information about the city's buildings, neighborhoods and azchitects has come to light in the 16 yeazs since publication of the 1983 Historic Sites Survey; and WHEREAS, historic and azchitectural contexts specific to Saint Paul, and indispensable for an accurate and comprehensive assessment of its historic building stock, were not developed by the 1983 or any other survey; and WFIEREAS, the HPC strongly supports the implementation of a systematic and ongoing designation program; and WHEREAS, the HPC's Education Committee has prepared, in response to the City CounciPs request, a proposal for a 14-month survey and designation project (attached) consisting of three phases; the first phase being a preliminary survey which would put City officials and developers on notice about buildings and sites that appear to have historic significance; the second phase being prepazation of provisional contexts with which to frame the final survey and nominations; the third phase being designation nomination forms for 25 properties and a fmal report that includes fully developed historic contexts and a revised list of azchitecturally and historically significant buildings and sites prioritized according to their significance and wlnerability to potential threats; this survey estimated to cost the City $40,000, the money to be used to hire a project consultant who would work in conjunction with City stafF and the HPC; NOW, THEREFORE, BE TT RESOLVED that the Heritage Preservation Commission recommends to the Mayor and City Council execution and funding of this proposed survey and designation project; and �(� � J �� _� Heritage Preservation Commission Resolution #99— 5 9 September 1999 Page Two BE IT F'URTHER RESOLVED that the commission is eager to work with the CiTy on this critically important project; and BE TT FINALLY RESOLVED that the commission strongly recommends that adequate funding be provided in subsequent yeazs for the designation of additionaI properties according to tfie prograni and schedule proposed by the consultant and amended as new information and/or new threats regazding historic properties arise. Neighborhood historic contexts with illustrated example of each context. Fee and Timing: $8,000; 3 months. Phase III: Final Report and First Round of Designations Resources: 1983 city/county survey, National Register of Historic Places nominarions, local historians, HPC staff and commissioners, tocal and ephemeral publications, etc. Products: 1. A recasting of the draft preservation list into a roster of known buildings and sites of historic and architectural significance, again in data base form amenable to multiple sortings. 2. A revision of the conteacts following HPC input. 3. Prioritization of the building and site list that balances level of significance with possible threats to the historic property. An acceptable outcome would group the list into clusters ordered according to designation urgency, without necessarily suggesting descending levels of significance. 4. Prepazation of city designation nomination forms for the top 25 properties. 5. A fmal report that details, among other things: suggestions for proceeding with remaining designations, geographical or themafic azeas that require additional survey work, contexts that may need further refinement or expansion, contexts or building types that have not been effectively pursued. 6. Consultation with the City of St. Paul as the 25 nominafions make their way through the • designation process. Advisory body. The commission shall serve as an advisory body to the mayor and city council on municipal heritage preservation matters. 2. Survey. The commission shall conduct a continuing survey of all azeas, places, buildings, struchues or similar objects in the City of Saint Paul which the commission, on the basis of information available or presented to it, has reason to believe aze or will be eligible for designation as heritage preservation sites. 3. Designation of sites. The commission shall recommend to the mayor and city council azeas, buildings, objects or districts to be designated as heritage preservation sites ...; and WfIEREA5, the City of Saint Paul has designated few sites for heritage preservation in recent years and the last survey of historic sites in the city was conducted from 1980 to 1983; and WHEREAS, a significant body of information about the city's buildings, neighborhoods and azchitects has come to light in the 16 yeazs since publication of the 1983 Historic Sites Survey; and WHEREAS, historic and azchitectural contexts specific to Saint Paul, and indispensable for an accurate and comprehensive assessment of its historic building stock, were not developed by the 1983 or any other survey; and WFIEREAS, the HPC strongly supports the implementation of a systematic and ongoing designation program; and WHEREAS, the HPC's Education Committee has prepared, in response to the City CounciPs request, a proposal for a 14-month survey and designation project (attached) consisting of three phases; the first phase being a preliminary survey which would put City officials and developers on notice about buildings and sites that appear to have historic significance; the second phase being prepazation of provisional contexts with which to frame the final survey and nominations; the third phase being designation nomination forms for 25 properties and a fmal report that includes fully developed historic contexts and a revised list of azchitecturally and historically significant buildings and sites prioritized according to their significance and wlnerability to potential threats; this survey estimated to cost the City $40,000, the money to be used to hire a project consultant who would work in conjunction with City stafF and the HPC; NOW, THEREFORE, BE TT RESOLVED that the Heritage Preservation Commission recommends to the Mayor and City Council execution and funding of this proposed survey and designation project; and �(� � J �� _� Heritage Preservation Commission Resolution #99— 5 9 September 1999 Page Two BE IT F'URTHER RESOLVED that the commission is eager to work with the CiTy on this critically important project; and BE TT FINALLY RESOLVED that the commission strongly recommends that adequate funding be provided in subsequent yeazs for the designation of additionaI properties according to tfie prograni and schedule proposed by the consultant and amended as new information and/or new threats regazding historic properties arise. Products: 1. Written discussion of contexts development in St. Paul: its history, its problems, its future. • 2. Citywide historic and azchitectural contexts with illustrated local example(s) of each context. Attention should be paid to contexts of both national and distinctively regional or local scope. 3. Neighborhood historic contexts with illustrated example of each context. Fee and Timing: $8,000; 3 months. Phase III: Final Report and First Round of Designations Resources: 1983 city/county survey, National Register of Historic Places nominarions, local historians, HPC staff and commissioners, tocal and ephemeral publications, etc. Products: 1. A recasting of the draft preservation list into a roster of known buildings and sites of historic and architectural significance, again in data base form amenable to multiple sortings. 2. A revision of the conteacts following HPC input. 3. Prioritization of the building and site list that balances level of significance with possible threats to the historic property. An acceptable outcome would group the list into clusters ordered according to designation urgency, without necessarily suggesting descending levels of significance. 4. Prepazation of city designation nomination forms for the top 25 properties. 5. A fmal report that details, among other things: suggestions for proceeding with remaining designations, geographical or themafic azeas that require additional survey work, contexts that may need further refinement or expansion, contexts or building types that have not been effectively pursued. 6. Consultation with the City of St. Paul as the 25 nominafions make their way through the • designation process.
