WHEREAS, the City wishes to unify the process for granting general wage
increases to employees not represented by a bargaining unit, AND
WHEREAS, the City wishes to change the policy of granting general wage
increases to unorganized employees based solely on increases negotiated by
organized employees, AND
WHEREAS, �'ne City wishes to recognize the management personnel who are
not covered by a collective bargaining agreement with a general wage increase, AND
WHEREAS, the City has not yet reached a settlement with the St. Paul
Supervisors' Organization upon which most of the non-represented employees' wage
increases in past years have been based, AND
WHEREAS, the City does not wish to withhold a 1987 wage increase any
longer nor to withhold indication of future increases any longer for these
non-represented employees; now, therefore, be it
RESOLVED that the salary ranges for the titles listed below shall be
increased as shown below and be it,
FURTHER RESOLVED, that the resolutions approved under council file
numbers 84-600, 84-1736, 85-91 , 85-270 and 86-110 be rescinded only as they
relar_e to the granting of wage increases for the titles listed below, and be it

Rationale) :
This resolution approves salary increases for the City employees who are°not organized, and
therefore, �ot epresented by a bargair��ng unit. This group consists primarily of exempt and
confidential su ervisory employees. This resolution grants a 3.5� increase for 198? and 2.UX
increase for 19 8. The 1987 increase will be retroactive to January 3, 1987. In the past the
salary increas s �for these positions were determined b� the negotisted` settlement with the
St. Paul Super isory Organization (SPSO). SPSO has agreed to a 3.5% salary adjustment
for 1987.
