WI�REAS, the City of Saint Paul has been notified by the U.S. Department
of Housing and Urban Development (HUD) that it is eligible to participate in
the federally funded F�ergency Shelter Grant (ESG) Program; and
' UiHExEAS, the City of Saint Paul has been designated as an Entitlement
City under the ESG Program, and the City is eligible to receive �115,000 upon
approval by HUD of a formal ESG application; and
iiI�REAS, the City has completed an application for Federal Assistance
under the ESG program in accordance with the rules and regulations of the
Department of Housing and Urban Development; now, therefore be it
RESOLVED, that Mayor George Latimer, as Chief Executive Officer of the
City of Saint Paul is hereby authorized and direeted to submit the Saint Paul
Emergeney Shelter Grant Program application to the U.S. Department of Housing
and Urban Development in sueh form as preseribed by the regulations of said
Department; and be it
FURTE�a RESOLVED, that the Mayor or his designated representative is
further authorized to submit to the U.S. Department of Housing and Urban
IDevelopment any assurances, certifications, teehnical changes or additional
information that may be required during their review of the Saint Paul ESG
Program Application; and be it
FURT[�R RESOLVED, that upon notification of approval of the Saint Paul
ESG Program by the U.S. Department of Housing and Urban Development, the
Council does hereby authorize the proper city officials to execute the grant
agreement and contract between the City of Saint Paul and the U.S. Department
of Housing and Urban Development; and be it
FINALLY aESOLVED, that prior to the expenditure of funds under the ESG
Program, the Director of the Department of Planning and Economic Development
or his designated representative submit to the Couneil a detailed plan for the
expenditure of the Saint Paul ESG Program funds.

SECTION IV: Summary Description of Emergency Shelter Grant Pro�ect
The City of Saint Paul proposes to establish a competitive process to
reallocate the $115,000 in ESG monies. Requests for proposals will be sought
from nonprofit providers, who will be responsible for meeting all the
requirements found in 24 CFR Part 575, including providing the matching funds
for their particular project. Funds will be used for eligible activities
under the program, including renovation, major rehabilitation or conversion of
buildings for use as emergency shelters; provision of essential services;
and/or payment of maintenance, operation, insurance, utilities, and
furnishings in accordance with section 575.21(a) .
Because of the nature of the competitive process, we are not able to estimate
the amount of the ESG monies to be allocated to each of the three eligible
activities at this time. We understand that not more than 15$ of the grant
can be used for providing essential services unless a waiver is obtained from
the Department of Housing and Urban Development.

CERTIFICATE OF CONSISTENCY WITH
COMPREHENSIVE HOMELESS ASSISTANCE PLAN
I, George Latimer, Mayor, of the City of Saint Paul, Minnesota, certify that
the activities proposed by the City of Saint Paul are consistent with the
Comprehensive Homeless Assistance Plan submitted by the City on
September 24, 1987, having addressed the need for assistance and the manner
in which such assistance will enhance and complement available services as
referenced in such plan.

CERTIFICATIONS BY THE CHIEF EXECUTIVE OFFICER
I, George Latimer, Mayor and Chief Executive Officer of the City of
Saint Paul, Minnesota, certify that the local government will provide the
matching supplemental funds required by the regulation at 24 CFR §575.51. I
have attached to this certification a description of the sources and amounts
of such supplemental funds.
I certify that the local government will comply with:
(1) The requirements of 24 CFR §575.53, concerning the continued use of
buildings for which emergency shelter grants are used as emergency
shelters for the homeless;
(2) The building standards requirement of 24 CFR §575.55;
(3) The requirements of 24 CFR �575.57, concerning assistance to the
homeless; and
(4) The requirements of 24 CFR §575.59(a) , other appropriate provisions of
24 CFR Part 575, and other applicable Federal law concerning
nondiscrimination and equal opportunity.
I further certify that the local government will not (except as provided
at 24 CFR §575.33(b)(4)(ii)) fund renovation, ma�or rehabilitation, or
conversion of any building:
(1) Listed on the National Register of Historic Places; located in an
historic district; immediately ad�acent to a property listed on the
National Register; or deemed to be eligible for inclusion on the
• National Register by the State Historic Preservation Officer;
(2) In a 100 year flood plain designated by map by the Federal Emergency
Management Agency;
(3) Which will jeopardize the continued existence of an endangered or
threatened species designated by the Department of the Interior's Fish
and Wildlife Service or by the Department of Commerce's National
Maritime Fisheries Service, or affecting the critical habitat of such a
species;
(4) Which is inconsistent with HUD's environmental standards at 24 CFR Part
51 or with the State's Coastal Zone Management Plan.
