(2) The shopping center has a usable floor area of 69, 000 sq. ft. and requires 460 off-street parking spaces . The car wash will share the access drives of the shopping center which meet this distance requirement. Zoning staff has suggested widening the southerly most drive to 26 ' and the site plan indicates that dimension. b) Auto wash line exits shall be at least 30 feet distant from any street line. The exit line is 80 from the street line and provides a landscape berm to delineate the dry-off area from the shopping center driveway. The meeting was chaired by James Christenson. Condor Corporation [#10109) : A Special Condition Use Permit for property located at 451 North Lexington Parkway to allow the establishment of a four- bay� self-service car wash. The applicant was present. There was opposition present at the hearing. Ms. Datsko showed slides of the site and reviewed the staff report with a xecommendation for approval. She stated that the Lexington-Hamline Community Council recommends denial due to traffic conditions in and around the area. One other letter was received in opposition. Ms. Zieman described the traffic congestion problems at the Fuller-Lexington- University intersections. i Jim Riley� 2320 South Lexington Avenue, Mendota Heights� stated that he is the manager of the shopping center and that he concurs with all the staff recommendations. He displayed a diagram of the center� its buildings and its parking lot. Mr. Riley stated that the car wash would generate traffic at the rate of 20 cars at the busiest times; there are spaces for 460 cars in the shopping center parking lot which is never filled to capacity. Dayic� Darrell, 4812 Larkspur Lane, Edina, stated that he is the architect- desi�er for the car wash. He described the tandem car wash operation, the mate�'ials to be used� the landscaping and the access drives to the facility. Mr. Levy asked the location of other car washes that Mr. Darrell's designed. Mr. Darrell stated Minneapolis, Saint Paul, Rochester, Mankato; also the car wash at Avon and University. � Ms. Zieman inquired about plans for establishing other new businesses in the center. Mr. Riley said that he has no other plans for new construction and said that the shopping center is fully occupied at this time. Mr. Christenson asked for comments on staffing and hours of operation. Mr. Riley stated that one full time person is assigned at busy times and for periodic checks at other times. Probable hours of operation would be 8:00 a.m. to 8:00 or 10:00 p.m. but would be somewhat dependent upon customer use. � Terry Trudeau� 1190 Laurel Avenue, president of the Lexington-Hamline Community Council, stated that a traffic study in 1985 showed that the University-Lexington intersection is used by over 16,000 vehiclea on an average day and already has high traffic congestion without the additional volwae which s car wesh facility would generate. Gerald York, 1133 West Central, stated that there was already a car wash on Unive�sity and Avon which serves the area. Jim Riley stated that the University and Avon car wash has limited stacking behin�l the facility whereas the car wash planned at 451 North I.exington Parkway would have a greater area. He stated that the amount of traffic generAted by a car wash would be minimal. Hearing no further testimony, Mr. Christenson closed the public portion of the meetidg. Mr. Repke made a motion to recommend approval of the permit based on staff findirigs sub�ect to three conditions; (1) that a landscape plan is provided for siite plan approval, (2) that a berm is added to the northern line of th� stacking area, and (3) that one row of parking (three spaces) is removed from the xear of the car wash stacking area. Our opposition is based on the relation of the proposed site to the traffic conditions in and around the. site. The proposed site is in a parking area for a shopping center on Lexington between University and Fuller. This is an area of of high traffic conges- tio� on the public streets and traffic patterns and driving behavior in the parking lot which could only be characterized as hazardous. Lexington Parkway has large volumes of traffic along this stretch. The most recent tra.ffic count shows an average daily volume of 24,875 vehicles in Diarch, 1985. Also, there has always been a certain amount of traffic turning and cutting across Lexinqton from the side streets. With the recent openinq of Frat�k's Nursery on the east side of Lexington at Fuller, the traffic on Lex�ngton and traffic comming off the side streets has increased significantly. We have observed that this is a dangerous traffic area with a high incidence of traffic accidents. In fact, during 1986 there were nearly 120 traffic accidents on Lexington Park�,ray between University Avenue and St. Anthony Avenue. Theltraffic in the .parking lot is also a problem. There is nothing to control the� flow of vehicles. This allows people to drive diagonally or at any angle one can imagine to get in or out of the lot. This makes driving in the lot a hazard. In fact, it is our impression that peo.ple will avoid using the shopping area because of the situation in the parking lot. Con�truction of a car wash would add to the difficulties and would not benefit the�l, community. Along with the possible redevelopment of ' the Prom site there is a real possibility of a renovated look to this corner and this type of use is in conflict with this new look. The unsupervised and usually poorly maintained self service car wash would not add to the appeal of what is probably the second busiest corner in the city. Such a business has a very large initial capital outlay and would very likely remain at this location for a number of ' years in the future. I would ask that the Zoning Committee consider the long term implications of a business of this ' type in an area that ia experiencing some significant capital improvement.
