nece�sary stens leading toward the eventual issuance and sale
of V��.ter revenue bonds and to renort back to the City Council
with recommendation to accomplislz the said bond sale .

Attached is a draft resolution of the Council authorizing preliminary
action looking to issuance of said bonds and directing the Director
to report his recommendations respecting said sale. These recommen-
dations should include provision for funding costs of issuance from
bond proceeds . I understand this Resolution will be before the City
Council for final consideration on October 13 , I987 .
