An Administrative Resolution retroactively
allocating one position classified as Clerical
Supervisor to the Permit and License Clerk II
classification and changing the rate of pay for
Permit and License Clerk II in the Salary Plan
' and Rates of Compensation Resolution.
' WHEREAS, it has been determined by the Civil Service Commission that
one position located in the Department of Finance and Management Services
wa� inappropriately reclassified to the Clerical Supervisor classification;
and
WHEREAS, the Civil Service Commission has ordered that this position
be retroactively reclassified back to the Permit and License Clerk II
cl�ssification; and
WHEREAS, the Civil Service Commission has ordered that the title of
Pe �rmit and License Clerk II be paid at the rate set forth in Grade 34,
Sec,tion I D I, of the Salary Plan and Rates of Compensation; therefore, be
it
RESOLVED, that the rate of pay for the title of Permit and License
Cle�k II be changed from the rate set forth in Grade 28, Section I D I, to
Grade 34, Section I D I, in the Salary Plan and Rates of Compensation
Resolution; and be it
FURTHER RESOLVED, that the incumbent be returned to the class title of
Permit and License Clerk II and be awarded backpay in accordance with the
negotiated comparable worth agreement; and be it
FINALLY RESOLVED, that this resolution shall take effect and be in
force on the first pay period after passage, approval, and publication of
this resolution.

WHAT WILL BE ACHIEVED BY TARING ACTION ON THE ATTACHED MATERIALS?
The resolution will retroactively reclassify one employee in the Department
of Finance and Management Services back to the classification of Permit and
License Clerk II and will increase the rate of pay for that classification
to Grade 34 of the Clerical Standard Ranges all per order of the Civil
S�rvice Commission. The incumbent will be eligible for backpay pursuant to
the City of Saint Paul's agreement with A.F.S.C.M.E. Local 2508.
COST/BENEFIT, BUDGETARY AND PERSONNEL IMPACTS ANTICIPATED:
The Permit and License Clerk II classification currently has no incumbents.
This resolution will place an employee who formerly held the title back
into the title. The class will then be a single-incumbent class.
As, the employee is being paid as a Clerical Supervisor and that title is
currently at Grade 34, moving the incumbent into the title of Permit and
License Clerk II at the same grade will result in no cost or benefit for
the City. The cost impact of this resolution is only in terms of the
backpay that the one employee will be eligible for pursuant to the
comiparable worth agreement. This amounts to a one time sum of
approximately $10,235.
