WHERE�,S, the H.R. A. Development Fund was cxeated as part of the
Civic Center Sale-Leaseback transaction to provide a funding
sourc�e to facilitate economic and housing development in areas
throu�hout the City of Saint Paul, and
WHERE�,S, the 1987 budget for the H.R.A. Development Fund included
an ap�ropriation of $8 ,000 ,000 for the World Trade Center Lease
Payme ts, and
WHERE�AS, approximately $3,500 ,000 is needed for World Trade Center
leasei payments, and
WHERF�AS, the City Council has determined during their hearing
proce�ss for the 1988 budget that there is a public need to remove
vacar�t and hazardous buildings in accordance with the City' s
Nuisa�nce Ordinance ,
NOW, ITHEREFORE, BE IT RESOLVED that the Budget Director take action
thro�gh the City' s accounting system to designate an $800 ,000
fundlbalance in the H.R.A. Development Fund to provide �or
demo �ition money, legal costs , and inspection services for removal
of v�cant and� hazardous buildings, and be it

FURTI�ER RESOLVED, that the Executive Director of the Housing and
Rede�elopment Authority report to the H.R.A. Board by December 31,
1987g with appropriate policy recommendations and budget amendments
to address removal of vacant and hazardous buildings.
