An interim ordinance preserving the status quo with
respect to the establishment of helipads or heliports
pending the completion of studies of possible
amendments to the City's Comprehensive Plan and/or
Zoning Regulations, adopted pursuant to the authority
granted by Minnesota Statutes, Section 462.355,
subdivision 4.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
The Saint Paul City Council has initiated a study of the possible
adoption of amendments to the Comprehensive Plan and Zoning Regulations for
the City of Saint Paul regarding the determination of which of the City's
zoning districts and under what condition heliports and/or helipads should be
a permitted use.
Section 2.
Pending the completion of the studies and the recommendations of the
Planning Com�nission and the adoption of the necessary amendments to the City's
Comprehensive Plan and Zoning Regulations, for the period of time not to
exceed one year from the date of the adoption of this ordinance, no permit for
the establishment of a helipad or heliport shall be issued by any City
official . The purpose of this provision is to establish a moratorium for a
limited period of time to permit a study of the present zoning classifications
of helipads and heliports and possible amendments to the existing Zoning Code.

Section 3.
The restrictions enacted herein may be extended by resolution of the
City Council for additional periods not to exceed an additional eighteen (18)
months in the event the studies and recommendations of the Planning Committee
and the deliberations of the City Council require such extension of time.
Section 4.
This ordinance shall take effect and be in force thirty days from and
after its passage, approval and publication.

Dear Mayor Latimer:
Attached for your consideration is a proposed ordinance that would place a
moratorium on the construction of heliport facilities in Saint Paul for the
next year until an analysis can be completed as to how best regulate the
location of such facilities through our zoning code. We have received several
proposals to consider heliports in and outside of downtown. However, our
current zoning code is relatively silent on the issue and does not provide the
City with adequate means of making decisions about location and design. Also
the Metropolitan Council is initiating a year long regional heliport study
which will have implications for local control of these uses.
I have directed Al Lovejoy and the Planning Division staff to begin
immediately to research what other cities have done on the issue to
participate in the Met Council study, and to prepare appropriate zoning code
modifications to better address the situation. We will keep you apprised of
the status of our study, assuming that you approve of this approach.
