BELLUS,DIRECTOR GEORGE LATIMER 25 West Fourth Street,Saint Paul,Minnesota 55102 MAYOR 612-228-3200 August 28, 1987 Mayor George Latimer 347 City Hall Saint Paul, MN 55102 Dear Mayor Latimer: Attached for your consideration is a proposed ordinance that would place a moratorium on the construction of heliport facilities in Saint Paul for the next year until an analysis can be completed as to how best regulate the location of such facilities through our zoning code. We have received several proposals to consider heliports in and outside of downtown. However, our current zoning code is relatively silent on the issue and does not provide the City with adequate means of making decisions about location and design. Also the Metropolitan Council is initiating a year long regional heliport study which will have implications for local control of these uses. I have directed Al Lovejoy and the Planning Division staff to begin immediately to research what other cities have done on the issue to participate in the Met Council study, and to prepare appropriate zoning code modifications to better address the situation. We will keep you apprised of the status of our study, assuming that you approve of this approach. Sincerely, '.
