WHEREAS, the Saint Paul City Council desires to recognize the contribution of all men and women of all ethnic groups and their respective organizations to the City of Saint Paul ; and WHEREAS, there are and will continue to be monuments , plaques , and other physical evidence in the commemoration contributions of individuals and groups ; and WHEREAS, the City wishes to ensure that these items are preserved for future generations so that the contributions are not forgotten ; now, therefore, BE IT RESOLVED, that the Saint Paul City council does hereby direct proper City officials to develop a policy for the installation and protection of monuments , plaques and other forms of recognition for the endeavors of Saint Paul ' s residents and history. 1w1 . Piram ��� SUBJECT: Endangered Monuments Last Spring the Division of Parks and Recreation was contacted by Judy Yaeger Jones, State Coordinator of Minnesota Women's History Month Inc. She informed us that Rice Park was once the site of a monument dedicated to the memory of Miss Eva Jones, a loyal member of the Women's Christian Temperance Union. This monument originally installed in 1922 was a 7-foot public drinking fountain with an electric globe on its crown. Needless to say, the fountain is no longer in Rice Park and after many weeks of research, Ms. Yaeger Jones has not been able to find out what happened to the fountain. That is why she approached our Division. Minnesota Women's History Month, Inc. believes that the City needs a procedure for regulating and restoring of monuments located throughout the City. The Division of Parks and Recreation agrees, so we worked closely with Ms. Yaeger Jones to develop a resolution, policy and procedures for preserving, restoring and recording all existing and newly placed monuments and plaques located on Public property in St. Paul . These documents are attached. Minnesota Women's History Month Inc. , Woman's Christian Temperance Union and the Lutheran Brotherhood have jointly purchased a commemorative marker in honor of Miss Eva Jones. This marker will be placed in Rice Park and dedicated on Se�tetnber 26, 1987. We hope this resolution will be passed by the dedication, so that a public announcement can be made during the ceremony. If you would like additional information or have questions concerning our proposed policy and procedures, or Miss Eva Jones please feel free to contact me. cc: Judy Yaeger Kathy Stack LeeAnn Turchin City Clerk LW1 �& r y � �-� 1� ,� _ _ �,�->-/...�s� COMMEMORATIVE MONUMENTS AND PLAQUES POLICY The City of Saint Paul desires to recognize the contributions of all individuals and organizations to the City of Saint Paul and ensure that monuments, plaques and other physical evidence commemorating the contributions of individuals and groups be preserved for future generations. PROCEDURES l . All existing monuments and plaques in commemoration, located on park property in Saint Paul , shall be inventoried between 1987 and 1992 by the Saint Paul Division of Parks and Recreation. 2. Those monuments and plaques that require repairs will be brought to the attention of the group or persons who originally placed them or if that group or persons are unavailable to a similar group that might be interested in restoring or replacing them. 3. Groups interested in placing a monument or plaque on park land to recognize contributions of an organization or individual must submit a proposal to the Division of Parks and Recreation on how that particular individual or organization served the public and what ties to City interests exist. 4. The Division of Parks and Recreation must review and approve all proposals for conformance to design criteria and suitability and compatibility to the surrounding park before new monuments and plaques are placed in areas. If requested, the Design Section will assist groups with design specifications. 5. Groups placing new monuments or plaques in park areas should provide historical documents, photographs and contact information to the Saint Paul Division of Parks and Recreation for inclusion in records. 6.
