1 WHEREAS, the City has reached an agreement with the Saint Paul Housing and
2 Redevelopment Authority and Our Fair Carousel Board ("OFC") of Directors to relocate
3 the Cafesjian's Carousel ("Carousel") to Como Park in Saint Paul; and
4
5 WHEREAS, under the City's agreement for the zelocation of the Carousel, the City
6 will repay a$314,000 loan to the Saint Paul Housing and Redevelopment Authority and
7 a$250,000 obligation of OFC's for restoration of Town Square, and will assume
8 certain operating costs for the relocated Carousel; and
9
10 WHEREAS, the City estimates that the cost of the project to relocate and house the
11 Carousel at Como Park ("Project") will be $1,100,000; and
12
13 WHEREAS, the City has requested a financial contribution of $100,000
14 from the Covnty for the Project; and
15
16 WHEREAS, after relocation of the Carousel, the City will receive a percentage of the
17 gross receipts from the operation of the Carousel ("Revenues��); and
18
19 WHEREAS, the Covnty has agreed to make an interest-free loan to the City for the
20 Project, to be paid back from the Revenues received by the City, and after payment
21 of certain other debts related to the Project;
22
23 NOW THEREFORE BE IT RESOLVED, the proper City officials are here by directed to
24 enter into the attached Loan Agreement between the City and Ramsey County.

In order to spread the cost of the Carousel project in Como Park, Ramsey County offered to provide $100,000 to the
project. During the County Board's discussion on this $100,000 they (the board) determined to provide the money as a
loan. The loan is due after the City has paid itself back from other expenses as part of the project including pay backs tor
the money paid to the H,R.A. and money needed to restore Town Square Park has been raised. All pay backs are to be
received from the City's commission on Carousel ridership.
ADVANTAGESIFAPPROVED:
The City will receive a$100,000 loan from Ramsey County. Ramsey County will share in the cost of the project and
although the loan is to be repaid it will be severaf years before payment will be possible.
