The amendments will bring the St. Paul Ordinance in compliance with State law which was amended in the 1987 Legislature. An ordinance will also be considered providing that organizations licensed for bingo shall pay 10 percent of the net profits from bingo to the city-wide organization to be distributed to Youth Athletic Organizations. I have prepared this amendment and enclose it herewith. The Minnesota Legislature by adopting Section 21 , Chapter 327 , Laws of 1987 , permits cities to require gambling organizations to make specific expenditures of not more than 10% from its net profits derived from lawful gambling. It is our opinion that the proposed amendment would be consistent with this legis- lation. The bingo organizations would not be required to pay the money to the City of Saint Paul , but rather the funds would be given to youth organizations in the manner provided by Section 409 . 23 of the Legislative Code.
