Section 2.

CBARITABLE GAMBLING IN LIQUOR SSTABLISaMENTS OR PRIYATE CLUBS
AND ORGANIZATIONS LICENSED FOR BINGO
The St. Paul City Council will hold a public hearing on the llth day of
February, 1988 at 9:00 A.M. in the City Council Chambers on the 3rd
floor of City Hall to consider ordinances changing from 20 percent to 10
percent the amount of net profits that shall be allowed paid to the
city-wide organization designated by the City Council to be expended for
Youth Athletic Organizations. The amendments will bring the St. Paul
Ordinance in compliance with State law which was amended in the 1987
Legislature. An ordinance will also be considered providing that
organizations licensed for bingo shall pay 10 percent of the net profits
from bingo to the city-wide organization to be distributed to Youth
Athletic Organizations. A copy of the proposed ordinances is on the
reverse side of this notice. At said time, all persons may be heard
relative to this matter.

Dear Council Member Wilson:
You had asked that our office prepare for your consideration
an ordinance amendment which would require that 10% of net
profits from bingo be distributed to other youth athletic organi-
zations and that this money be paid to the city-wide organization
designated by the City Council pursuant to Section 409 . 23 of
the Legislative Code. I have prepared this amendment and enclose
it herewith.
The Minnesota Legislature by adopting Section 21 , Chapter 327 ,
Laws of 1987 , permits cities to require gambling organizations
to make specific expenditures of not more than 10% from its
net profits derived from lawful gambling. It is our opinion
that the proposed amendment would be consistent with this legis-
lation. The bingo organizations would not be required to pay
the money to the City of Saint Paul , but rather the funds would
be given to youth organizations in the manner provided by Section
409 . 23 of the Legislative Code.
