WHEREAS, the Saint Paul City Council recognizes residential neighborhood
preservation as a most important and necessary measure in ensuring the well-being
of our city on a most fundamental level, and all efforts to preserve and rehabilitate
our neighborhoods are most respected by the Council; and
WHEREAS, the West Seventh Inner-City Neighborhood Development group (WIND) , in
their efforts to improve their residential neighborhoods in the West Seventh area
has initiated a housing redevelopment program designed to rehabilitate and resell
single-family homes with a grant from the Neighborhood Partnership Program; and
WHEREAS, Audrey and Earl Halbert, former owners of the house at 400 Goodrich
Avenue, recently sold their home to the West Seventh/Fort Road Federation to be
rehabbed and resold to a new West Seventh/Ford Road resident, and in doing so out
of concern for the neighborhood accepted a modest offer in order to ensure that this
home remain owner occupied; now, therefore, be it
RESOLVED, that the Saint Paul City Council, on behalf of Saint Paul residents,
wishes to co�end and thank publicly Audrey and Earl Halbert for their outstanding
contribution to the community and for their exceptional interest and concern for
the West Seventh neighborhood; and be it
FURTHER RESOLVED, that the Council does hereby recognize the work and efforts
of the West Seventh Inner-City Neighborhood Development group as vital to the overall
well-being and prosperity of the community, and hopes that their efforts will serve
as an example and precedent as an effective way to revitalize our neighborhoods.
