An Administrative Resolution to amend the
Salary Plan and Rates of Compensarion
WHEREAS, the portion of the Salary Plan and Rates of Compensarion, Section I, pazagraph J
that deals with advancement for the rifles of Building Inspector, Building Inspector (Carpenter, Plasterer,
Lather), and Masonry Inspector have been based on State requirements, and
WHEREAS, the State requirements have changed, and
WHEREAS the City desires to remain aligned with State standazds, now therefore,
BE IT RESOLVED that Secrion I, paragraph J of the Salary Plan and Rates of Compensarion
shall be changed to read:
10 J. BUILDING INSPECTOR SALARY RATES - The salary for the tifles of Building Inspector,
11 Building Inspector (Carpenter, Plasterer, Lather), and Masonry Inspecmr shall be in three steps.
12 The fust step shall be the entry level step. The second step shall be paid to those who successfully
13 perform for at least one year at the enhy level and successfully complete six (6) semester credits in
14 Building Inspection Technology as provided at an accredited community college or Technical
15 Coliege. The third step shall be paid to those who successfully perform for at least two years at
16 the second step and who successfully complete sixteen (16) semester credits in Building Inspection
17 Technology at an institution as described above and who attains Building Official Certification
18 by the State of Minnesota. All entrants, including those who are City employees working in their
19 respecrive trades, shall start at the entry rate unless he/she meets the cerdfication requirements for
20 the second step.

transcribing verbatim minutes of a City Council coffiittee meeting may
be paid as 2 Clerk-Steaographer ZII fot hours actually worked in such
assignment. The rate of pay Por the actual hours wozked in such assignment
shall be the same rate the employee wouZd receive if such employee received
a regular appointment to the class oP Clerk-Stenographer ZZi.

There is no cost impact These increases have been included in the budget. This is simply a
procedural change to allow the advancement to take place.
The advancement has tradirionally been aligned with State standards and the State standards

**Effective May l, 1999 there will be an additional $1.19 per hour increase added to the total package.
The parties will agree prior to that date regazding the distribution of the $1.19 between wages and
fringes.
All Building Inspectors shall be paid the appropriate step in accordance with Section I(one), Subsecrion 7 of the
St. Paul Salary Plan and Rates of Compensation.
If the Union elects to have the contributions listed in Appendix C increased or decreased, the Employer may
adjust the above applicable rates for participating employees in such a way that the total cost of the package
(wage rate plus contribution) remains constant.

3, SUILDING INSPECTOR SALARY RATE6 - Ti2e salary for the position o£ Building
Inspector, Plasterer Inspectoz> and Mzsoary Znspectar, shall be in three
steps. The first shall be the entry level step. The second step shall
be paid to those who successfulZy perform for at leasi one year at the entry

holding the c'.erical titles of Clerk IV or Clerical Supervisor wha are able

y, CpURT REPORTER YREMIUM - An employee w�o is assigned to taking and
transcribing verbatim minutes of a City Council coffiittee meeting may
be paid as 2 Clerk-Steaographer ZII fot hours actually worked in such
assignment. The rate of pay Por the actual hours wozked in such assignment
shall be the same rate the employee wouZd receive if such employee received
a regular appointment to the class oP Clerk-Stenographer ZZi.

There is no cost impact These increases have been included in the budget. This is simply a
procedural change to allow the advancement to take place.
The advancement has tradirionally been aligned with State standards and the State standards
changed. This aligns our salary plan with the State standazds.

3. The basic houriy wage rate for provisional, regular and probationary employees appointed to the

**Effective May l, 1999 there will be an additional $1.19 per hour increase added to the total package.
The parties will agree prior to that date regazding the distribution of the $1.19 between wages and
fringes.
All Building Inspectors shall be paid the appropriate step in accordance with Section I(one), Subsecrion 7 of the
St. Paul Salary Plan and Rates of Compensation.
If the Union elects to have the contributions listed in Appendix C increased or decreased, the Employer may
adjust the above applicable rates for participating employees in such a way that the total cost of the package
(wage rate plus contribution) remains constant.
