An Ordinance amending the C1vil Service Rules
by establishing the classification of Policy
Analyst.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES OROAIN:
Section 1.
That the Civil Service Rules be amended by adding to 5ection 34.
Unclassified Positions, immediately foliowing 34.R, the following:
34.S The following position is hereby placed in the Unclassified
Service of the City of Saint Paul :
Policy Analyst
3d.T Minimum qualifications for such U�classified position shail
be:
There are four Policy Analysis program areas. The minimum
qualifications for vacancies in those program areas are a�
follows:
1. Economic/Financial Analysis: Masters degree in Business
Administration; or Registration as a Certified Public
Accountant, Certified Internal Auditor, Certified
Management Accountant or equivale�t. Each year of
experience in financial analysis, budgeting, o� auditing
may be substituted for a year of education.

2. Community Development Anaiysis: Masters Degree in Urban
Studies, Planning, or related field. Eacfi year of
experience as a Conmunity Organizer, City Planner, or as
a developer of a citizen participation group may be
substituted for a year of education.
3. Public Systems Analysis: Masters degree in Civil
Engineering; or registration as a Professionai Engineer
in the state of Minnesota.
4. Legislation Analysis: Masters degree in Public
.Aclministration; or licensed to practice law in the
State of Minnesota and admitted to the Minnesota Bar.
