As License In ector for the City of Saint Paul, I am hereby notifying you
that on A�a�t-5, 1987 a public hearing will be held before the Saint Paul
City Council. This hearing will be held in the Council Chambers, third
floor of the City and County Court House at 10:00 a.m.
At this hearing, the License Inspector will recommend that the Saint Paul
City Council deny your a lication for Taxicab License 4641 at 1419 Avon
Street. The License nspector's office will base its recommendation on
the following:
(1) The business is improperly zoned.
(2) The parking, storing, or dispatching of taa�icabs is not
permitted as a home occupation.
You may be represented at this hearing by an attorney or other represen-
tative of your choice. You and/or your attorney/representative will be
allowed to cross-examine witnesses and present evidence through witnesses
and documents at this hearing.
Enclosed is a memorandum of procedures used by the Saint Paul City Council
for hearings on license revocations, suspensions, and denials of new licenses.

Dear Council Members:
I have been notified that August 5, 1987 a public hearing will
be held regarding the transfer of Taxi license #41 at 10 A.M. I will
not be able to attend, as I will be out of town. Please may this be
rescheduled for August 12, 1987.
� As to the letter dated July 20, 1987 denying my application for
Taxi #41. The add.ress of 1419 N. Avon Street, is not and will not be
used at any time as an office for Discount Taxi. The mechanical work
is done at 11 E. Ac�ser and also 617 Stryker Street. Taxi #41 works
on a twelve heur shift lease and is dispatched in the car by cellular
telephone.
Taxi #41 is a one-car owner/operator business. Taxi #41 never
sits parked for more than a few hours and on call 24-hours a cay.
I have been owner/operator since it conception in 1980 without
any problem from the city.

In the event that the taxi is parked for short periods of time
it is parked off street.

Dear Mr. Hintz:
The referenced property is located in an R-3, single family residential, zoning
district. Only those businesses that meet the enclosed definition of a "Home
Occupation" are permitted in this district. The parking, storing or dispatching
of taxicabs is not permitted as a home occupation.
Therefore, we cannot grant zoning approval of your license application unless
you can show that your business will comply with the requirements of a home
occupation.
