8.B.l.a ` Vacancy Filled From An Original Entrance List
The Personnel Office shall certify to the appointing officer
the three eligibles on the list receiving the highest
scores, including ties, plus the highest scorers, including
ties, for each of the protected class groups (females,
minorities and disabled) for each and every time a vacancy
occurs. The appointing officer may appoint anyone of these -
eligibles so certified to the officer. If the top scoring
eligibles together with ties, of any of the three protected
classes is represented in the top three eligibles of the
eligible list itself that are certified to the appointing
officer, there will be no further certifications from that
particular protected class for that vacancy.

To assure affirmative action accountability for each
department, each department director will prepare an
affirmative action plan, with the Human Rights Department
providing technical guidance to each department on its
preparation. The Affirmative Action Division will provide
consultation to each department on the implementation of
each plan. A final joint review and agreement by the Human
Rights and Affirmative Action Directors with each department
director on the prepared plan will take place prior to final
approval by the Mayor's Office for the plan s adoption and
implementation. Each department plan is to be annually
updated and reviewed with the assistance of the Human Rights
Department and Affirmative Action Division prior to adoption
as herein noted.
Department affirmative action plans will be based on
city-wide goals which are applicable to each department
as determined by current appropriate existing census figures
and on data depicting occupational group availability, each
with their corresponding goals. The present interim goals
for the City of Saint Paul work force are 8' for disabled,
127 for minority, and 327 for females.
A quarterly report on hiring by departments will be
submitted by the Human Rights Department to the Mayor, the
Human Rights Commission, Affirmative Action Advisory
Committee and the City Council. After the initial program
year, if hiring and retention data from overall quarterly
reporting indicates no problem areas, said reporting will go
on a semi-annual basis.
8.B.l.b Disabled Definition
For the purposes of these Rules, disabled shall be currently
defined as: medically determined physical or mental
disability which interferes with an individual s getting or
keeping a job. Such definition does not include any
individual who is an alcoholic or drug abuser whose current
use of alcohol or drugs prevents such individual from
performing the duties of the job in question and whose
employment by reason of such alcohol or drug abuse would
constitute a direct threat to property or the safety of
others.

8.B.l.c Multiple Vacancies From A Single Requisition
In those instances where a department requests more than one
vacanc to be filled in their re uisition for fillin of a
vacanc , each vacanc shall be treated as one se arate
appointment and shall be��fille in accordance with 8.B.l.a.
above. This process shall be continued until all requests
for filling of the vacancies have been completed.

minori.�y is appointed. If an additional minority is
appoint , only the three eligibles on the list receiving the
highest s res will be certified until 8 vacancies have been
filled, exc t as stated in the next two paragraphs. After 8
vacancies hav been filled, one more additional minority will
be certified so hat a total of three additional minorities
will be certified or the ninth vacancy. Beginning with the
ninth vacancy and e ry 8 vacancies thereafter, this pattern
of certification wil�e followed.
The Personnel Office sha� also continue to certify eligibles
in the same manner as a fix'gt vacancy unless an additional
female is appointed. If an �dditional female is appointed,
only the three el.igibles on the, list receiving the highest
scores will be certified, except as stated in the paragraph
= above, or the paragraph below, unt 3 vacancies have been
filled. After 3 vacancies have been filled, one more
additional female will be certified so that a total of 3
additional females will be certified fo the fourth vacancy.
Beginning with the fourth vacancy and eve 3 vacancies

Title in the Same Department.
Th Personnel Office shall certify to the appointing officer
the mber of eligibles on the list receiving the highest
scores ecessary to fill all the vacancies plus two
addition names.
In titles in departments where representation is below or
would be belo the goals stated in Section 8.B.l.a after the
new appointment are made, the Personnel Office shall certify
as many names of ditional protected class eligibles from
each of the affecte sub groups as are necessary to provide
the total plus two, p ovided that the name of additional
eligibles shall be dra from either the top 337 or the top
scoring twenty names, wh hever number is greater, from the

affirmative action plan, with the Human Rights Department
providing technical guidance to each department on its
preparation. The Affirmative Action Division will provide
consultation to each department on the implementation of
each plan. A final �oint review and agreement by the Human
Rights and Affirmative Action Directors with each department
director on the prepared plan will take place prior to final
approval by the Mayor s Office for the plan s adoption and
implementation. Each department plan is to be annually
" updated and reviewed with the assistance of the Human Rights
Department and Affirmative Action Division prior to adoption
as herein noted.
Department affirmative action plans will be based on
city-wide goals which are applicable to each department
as determined by current appropriate existing census figures
and on data depicting occupational group availability, each
with their corresponding goals. The present interim goals
for the City of Saint Paul work force are 8z for disabled,
127 for minority, and 32� for females.
A quarterly report on hiring by departments will be
submitted by the Human Rights Department to the Mayor, the
Human Rights Commission, Affirmative Action Advisory
Committee and the City Council. After the initial program
year, if hiring and retention data from overall quarterly
reporting indicates no problem areas, said reporting will go
on a semi-annual basis.
8.B.l.b Disabled Definition
For the purposes of these Rules, disabled shall be currently
defined as: medically determined physical or mental
disability which interferes with an individual s getting or
keeping a job. Such definition does not include any
individual who is an alcoholic or drug abuser whose current
use of alcohol or drugs prevents such individual from
performing the duties of the job in question and whose
employment by reason of such alcohol or drug abuse would
constitute a direct threat to property or the safety of
others.
