Summary Abatement Appeal for 805 Central Avenue Wes� (File J9901A2) (Laid over from 4-20-99) Gerry Strathman stated this issue was laid over in order to view the videotape. (A videotape was shown.) Mel Allen, owner, appeazed and stated he told the inspector that the materials would not be removed un61 the workers completed their work. He informed the inspector to call him when the items could no longer be lefr there. The items were not hazardous. Guy Willits reported the inspector had given a number of extensions and conection nodces on this property. The paperwork indicates a message was left for the owner to remove the items. Mr. Allen responded he did not receive a call nor was a message received. The inspector was at a block club meeting in April and indicated there that he did not call Mr. Atlen. What is the amount of the assessment, asked Mr. Strathman. The total is $415, responded Chuck Votel: $315 for 1.5 hours, five yazds of refuse for $90, two tires for $10. Mr. Suathman stated the necessary notification was given and the work was done. Mr. Allen responded the property was under construction. The neighbors were calling the inspector because they did not like the condition of the property. The inspector was looking for anything to cite Mr. Allen. Crerry Strathman recommended the assessment be reduced to $90 for trash disposal and $10 for tire clisposal plus the $40 administration fee, which brings the assessment to a total of $140. Mr. Allen responded that is acceptable. 2. Ms. Lilyquist stated her client—Mr. Wold—will be in negotiations with Mr. Priemesberger to purchase the property. The City has issued two summary abatement noTices to secure the property. The vacant building fees are due. The real estate taxes are unpaid in the amount of $2,997.10. Taration has placed an estimated mazket value of $30,000 on this property. The building has been vacant since August 1998. The estimated cost to repair is $20,000; the estimated cost to demolish, $6,000 to $7,000. If additional time is granted to complete the property, stated Mr. Strathman, the Ciry wili be asking the owner to pay the vacant building fee, complete a code compliance inspection, and post a$2,000 bond by June 9. The inspection has been done, said Ms. Liliquist. Mr. Priemesberger stated he will be out of town for a few days and retuming on June 16. Mr. Votel responded he does not have a major problem with the bond being posted by June 23. Mr. Strathman recommended the owner be given six months to complete the rehabilitation on condition that the vacant building fee is paid and a$2,000 bond is posted by noon of June 23, 1999. 3. Gerry Strathman stated he has received a letter from an attorney representing Donald Drouin. Mr: Drouin is hospitalized. They have requested a layover for a few weeks. Mel Allen, owner, appeazed and stated he told the inspector that the materials would not be removed un61 the workers completed their work. He informed the inspector to call him when the items could no longer be lefr there. The items were not hazardous. Guy Willits reported the inspector had given a number of extensions and conection nodces on this property. The paperwork indicates a message was left for the owner to remove the items. Mr. Allen responded he did not receive a call nor was a message received. The inspector was at a block club meeting in April and indicated there that he did not call Mr. Atlen. What is the amount of the assessment, asked Mr. Strathman. The total is $415, responded Chuck Votel: $315 for 1.5 hours, five yazds of refuse for $90, two tires for $10.
