Rationale) :
This resolution amends the Collective Bargaining Agreements between the Ci,ty a�d ��e AFSCME
Locals 2508 and 1842. This covers the Clerical and Technical employees.
The Amendment changes the Insurance Article by replacing the Physicians Health PTan (PHP)
coverage with the Physicians Health Plan--Combination Plan coverage.
It, also reduces the number of health insurance plans. from seven plans to three plans, effective
January 1 , 1988. Additional language dealing with coverages provided by, HMO's is also being added

MEMORANDUM OF AGREEMENT
This Memorandum of Agreement is by and between the City of Saint Paul and
Local Union 1842, District Council 14, of the American Federation of State,
County and Municipal Employees, AFL-CIO.
1. Except as herein modified, the 1986-1987 Agreement between the parties,
entered into September 15, 1986 shall be the basis of this
Memorandum of Agreement.
2. Article X - Insurance - Article 10.15 shall be replaced with
Article 10.15 which is attached hereto and made a part hereof and the
attached Article 10.19 is added to Article X and made a part hereof.
It is understood that the above settlement shall be recommended by the
City Negotiator, but is subject to approval by the City Administration
and adoption by the City Council.
IN WITNESS WHEREOF, the parties hereto have affixed their signatures this
24th day of June , 1987.

Effective August 1, 1987 the Physicians Health Plan coverage will be
replaced by the Physicians Health Plan--Combination Plan.
Effective January 1, 1988 the list of insurance coverages, from which eligible
employees may select, will be reduced from the seven plans listed above
to the following three plans:
Blue Cross-Blue Shield--CMM
Group Health
Physician's Health Plan--Combination Plan
10.19 The employer will attempt to prevent any changes in the benefits offered by the
Health Maintenance Organizations plans. However, employees selecting one of the
plans offered by one of the Health Maintenance Organizations agree to accept any
changes in benefits which the specific Health Maintenance Organization implements.
The employer agrees to notify the employee representatives within a reasonable
time after the employer is informed of any planned changes in any of the
HMO plans.

This resolution amends the health insurance provis�i of the coilective
bargaining aqreements between the City and AFSCME i��ls 2508 (clerical
employees) and 1842 (technical employees) . In each agreement, it changes
the foilowing:
1 . Physicians Health Plan is repiaced by Physicians Heaith Plan--
Combination Plan, effective S/1/87 (no change in rates during 1987) .
2. The list of insurance plans from which employees may select is
reduced effective 1/1/$8 from 7 to 3 plans, as follows:

The eliminated plans enroll the least numbers of employees. Management
viewpoint is that three plans are easier to administer, and that this is a
first step to a better benefit structure. Management wiil offer this
proposal to other bargaining unit when negotiations are open and will make
the chanqe at a bars�a i n i ng un i t's request at any t i me. The AFS�:ME pr•t�pC��e l
was offered to the bargaining units ,joint committee but was rejected by the
other bargaining units.
The caps on City employee benefit contributions are unaffected, so there is
no budget impact.
