THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section l . The Saint Paul City Council has initiated a study of the possible adoption of amendments to the Comprehensive Plan and Zoning Regulations for the City of Saint Paul reg� .rding the definition of restaurants and the determination of which of the city' s zoning districts each type or classification of restaurant should be a permitted use. Section 2. Pending the completion of the studies and the recommendai.�ons of the Planning Commission and the adoption of the necessary amendments to the City' s Comprehensive Plan and Zoning Regu- lations , for the period of time not to exceed one year from the date of the adoption of this ordinance , no permit for the establishment of a drive-through window in a restaurant located in all Zoning Districts except the B-3 Zoning District shall be issued by any city official . The purpose of this provision is to establish a moratorium for a limited period of time to permit a study of the present zoning classifications af restau- rants and possible amendments to the existing Zonir�g Code. The re�trictions enacted herein may be ex�enaed by resolution of the City Council for additional periods not to exceed an additional eighteen (18) months in the event the studies and recommendations of the Planning Committee and the deliberations oi the City Council require such extension of time. Section 4. This ordinance shall take effect and be in force thir�y days from and after its passage , approval and publication. 2.
