RESOLVED, that the proper City Officials are hereby authorized and directed into
an agreement with the Minnesota State Agricultural Society (Minnesota State Fair
Board);
WHEREBY, the City will provide animal control services to The Minnesota State
Fair subject to the terms and conditions of said agreement, a copy of which is
to be kept on file and of record in the Department of Finance and Management
Services.

4. �he City agrees that the Animal Q�ntrol Center shall be open and
available to reclaim aninals from:
Nbnday through Friday 8:00 a.m, to S:OO p.m.
�iturc3ay, Stinday & Holidays 8:00 a.m. to 12:00 noon
5. At the time that an anim�l inpour�ted under this v�ntract is
reclaimed, the City or its agent shall v�llect the impozindinq fee
and boarding cfiarges p�ovided b� the City's Regutati�ons.
6. Zfie City sha11 furnish m�nthly reports to the Fair as required, as
to the servi ce or servi ces rendered i n c�onnecti4n with each animal
impounded. All irtpound fees, license fees and other penalties
collected U,r the City or its agent shall be remitted tA the City.
7. In the event an ani�l is i�ounded ar�d board�d b� the order of
the Fair mr placed under quarantine b,� ruling of the State Board
of Health, said animal shall be boarded as required b� the order
or ruling. At the �d of such period, the Fair releases alI of
its interest, rights arid control of said animals �fiich then �y be
di sposed of at the cli scretion ot the City. In the event that
, cats, cbgs ar ather im�x�unded anim�ls are unclaimed after f ive (5)
days and after advising the Fair Officials of this fact, the
animal shall become the property of the City and may be disposed
of or sald at their discretion. All Froceeds fran the disposition
of such animals �y be retained b� the City, including ariy
proceeds received fran any animals di sposed of in ac�eordance t�
Minnesota Statute 35.7L
8. The City shall keep reoords of all anim3ls i�ounde8 together with
the description of the same.
9. That the City will �.rovide to the Fair a list of prices that will
be charged for its services durirg the aalenf�r year. Attached

list shall be updated annually arrJ presented h� the Fair at least
forty-five (45) days be£ore January lst of each �ear.
10. Zhat pay�nts shall be made b� the Fair upon receipt of a nnnthly
statement from the City. .
11. T�e Fair shall provide the City's Animal Coatrol Supervi sd� wi.th
the name and the ptwne nLUnbc� of tt� responsi6le person{s) within
the Fairgrounds to a�ntact on animal oontrol manners.
12. Zfiat the Fair agrees that the City of Saint Paul Animal Qx�trol
truck/van,/cars will be aamitted to the fairgrounc�s with�ut charge
through the West Comror�aaealth Gate.
13. �hat the City designates the Division of Puhtic Health, Animal
O�ntrol Supervi sor as the person responsible for ironitoring
cYx�liance with the te�sns of this a�ntract.
14. Zfiat this Agreement may be ternunated b� either party, with or
without cause, upon thirty (30) days written rotice. The Fair
shall pay for services rendered � � the date of termination and
is not resonsible for sesvices r�dered after the tenninati�on
date.
• 15. That rothing in this Aqresnent s�all be o�nstrued as limiting the
right of independent operati,on of either the City, the Fair or the
affiliati,on cr right to oontract with any other institutiQn, or
agency while this Agresnent is in effect.
16. Zl�at at all times the City agrees that it, its �nployees, agents
and wlunteers are indepeixient oontractors as to the Fair and nc>t
eaployees of the Fair.
17. That the City and the Fair rnutually agree to defend and t�o save
the other harmless fram any claims, denands, actions or causes of
actions arising aut of any act or aamission on the part of the
oth� of the agents, services or employees' in the pexformanae of

performed or furnished under the ternns of this Agreement.
18. Zhat any a2teration, w�riations, m�difications or weivers of
provi sions of this Agreement shall be �alid only when they have
beean reduced � writing, signed both parties and attached t� the
original of this Agreement.
19. That the terms of this Agreanent shall be in force and effect as
of July 15, I987 and shall re�in in foroe and effect unless
tenminated b� either party thereto pursuant t,o paragraph 14.

1. There will be a yearly base fee associated with the aontract will the_
Fair. �is fee will be charged whether or not services are requested
during the year. The fee will be paid in quarterly installn�nts on
January 15, March 15, June 15 and Sept�nber 15. Zhe t,ase fee for 1987
will be $250.00.
2. Hourly rates:
A. �ourly rate of $30.00 per ]nur for servi.ce provided 7:00 a.m. to
8:00 p.m. l�bnday through Friday - one (1) hour minimun.
B. Service rrovided Saturchys, �ndays and H�lidays and outside of
o� regularly scheduled list will be $30.00 - three (3) hours
minic�sn.
C. Board fee of $3.50 per chy, per animal irtQainded.
D. A $9.00 charge per anirn3l for destroying cbgs and cats.
