2 ACTION ALLIANCE, INC., THROUGH THE GREAT NORTHERN CORRIDOR FUND, THOMAS-

5 WHEREAS, Frogtown Action Alliance, Inc. (FAA) has requested a$275,000 grant through the Great
6 Northern Corridor Fund to make loans to smali businesses; and
7
8 WHEREAS, the Great Northern Corridor Fund was established through legislation enacted in 1997 by the
9 Minnesota State Legislature, transferring $275,000 from the Enterprise Zone Incentive Grant Program to
10 establish the fund as a grant to the City for community development corporations; and
11
12 WHEREAS, the legislation states that loans made from the Great Northern Corridor Fund be to eligible
13 businesses located ar to be located at or near the Dale Street Shops/Mason Steel Industrial sites and the
14 Minnehaha Mall area; and
15
16 WHEREAS, eligible businesses are defined in the legislation as small beginning businesses and existing
17 businesses that is moving or expanding to a new location within the eligible areas; and

WFIEREAS, after discussion with all community development corporations which currently make loans to
businesses within the eligible areas, it was agreed that FAA would receive the grant to make and administer
eligible loans; and
WI3EREAS, the Mayar, pursuant to Sec. 10.07A 1 of the City Charter, does certify that there are available far
appropriation, $275,000 in revenues in excess of those estimated in the 1499 budget.
NOW, THEREFORE BB IT RESOLVED, by the City Council of the City of Saint Paul, Minnesota, that
approval is hereby a anted for a grant in the amount of $275,000 from the Great Northern Corridor Fund for
eligible business loans, under the terms and conditions described herein, and with such additional terms and
conditions, as the Interim Director of the Department of Planning and Economic Development of the City of
Saint Paul, Minnesota deems necessary and appropriate.
32 BE IT FURTHER RESOLVED, that the Interim Director of the Department of Planning and Economic
33 Development of the City of Saint Paul, Minnesota and other appropriate City officials are authorized to
34 execute the necessary documents in connection with the grant, in form acceptable to the City Attorney, on
�5 behalf of the City.
