An Administrative Resolution establishing the
rate of pay for the class of Municipal Garage
Supervisor in the Salary Plan and Rates of
Compensation Resolution.
RESOLVED, that the title of Municipal Garage Supervisor shall be
paid at the rate set forth in Grade 25, Section I D 4, Professional
Employees Supervisory Standard Ranges of the Salary Plan and Rates of
Compensation.
FINALLY RESOLVED, that this resolution shall take effect and be in
force on the first pay period after the passage, approval and
publication of this resolution.

The budgetary impact of upgrading the Municipal Garage Supervisor
position held by Larron Mundahl from Grade 20 to Grade 25 is as follows:

. The additional cost per annum is $7434.18. This cost will be absorbed
as overhead and charged back to consumers of municipal garage service.

We have completed our study of the Municipal Garage Supervisor position
held by Larron Mundahl. Interviews were conducted with Mr. Mundahl and
you as his supervisor. Comparisons were made of similar positions and
the position was evaluated using the Quantitative Evaluation System.
Based upon that information, we have determined that the Municipal
Garage Supervisor classification should be placed in Grade 25 of the
White Collar Supervisor Standard Ranges. This would place the
classification at the same level as Civil Engineer IV. An approximate
$7,500 increase in annual salary would result.
Please advise Fred Haider of the Classification Division if you would
like to have a resolution prepared to implement this rate of
compensation.

POSITION AUDIT REPORT
Position: Municipal Garage Supervisor
Incumbent: Larron A. Mundahl
Auditor: Fred S. Haider
BACKGROUND
On March 6, 1987, I met with Mr. Donald Nygaard, Director of Public
Works, to discuss the Municipal Garage Supervisor position. Mr. Nygaard
indicated that the responsibilities of this position have evolved
considerably over the past years. He asked us to study the position
with the prospect of upgrading the level of compensation.
Mr. Nygaard outlined the history of the Municipal Garage facility.
Nygaard indicated that the Mayor directed him to oversee the transition
from a system that was heavily reliant on hand laborers to a mechanized
public works system. Nygaard stressed the importance of having a state
of the art municipal garage facility to the efficient operation of the
department.
STUDY COMPONENTS
1. Review of the Job Analysis Questionnaire, Position Description
Report, and work samples such as policy statements developed by this
position.
2. Review of class specifications.
3. Interview with incumbent, Larron Mundahl.
4. Interview with the Director of Public Works, Don Nygaard.
5. Interview with John Eichinger.
6. Q.E.S. Evaluation and Analysis.
POSITION DESCRIPTION
The position performs highly responsible administrative and supervisory
work directing all aspects of the Equipment Services Division. The
position supervises twenty-seven employees assigned to the garage and
one-hundred and sixty truck drivers and operators assigned through the
dispatching office. General supervision is received from the Director
of Public Works.

The position directs the following division functions:
1. The preparation of the division budget.
� 2. The operation of the equipment repair garage serving Public
Works, Independent School District ��625, P.E.D. and other city
departments.
3. The preparation of specifications to purchase municipal garage
equipment. ($1,012,295.00 was spent to purchase equipment for
the Division in 1986.)
4. The development and maintenance of a computerized billing and
record-keeping system for garage repair billing, parts and
equipment inventory, equipment rental, and fuel and oil supply.
5. The operation of a City-wide truck driver and equipment
dispatching office.
6. The oversight of the unemployment insurance and workers
compensation activities within the division.
7. The training of vehicle drivers and heavy equipment operators.
(The incumbent trained 260 drivers and 86 heavy equipment
operators since 1977.)
8. The management of four facilities: municipal garage, service
station, truck storage building, and cold storage building.
The position requires considerable technical knowledge and skill to
direct the operation and repair of approximately 700 pieces of com-
plicated equipment. The position requires the ability to drive and
operate existing Public Works equipment to determine maintenance needs
as well as an ability to operate new equipment to determine its level of
performance and suitability for purchase. The position also requires a
working knowledge of prevalent equipment rental and repair shop rates.
COMPARISONS
The audited position was compared with the Job Analysis Questionnaires
of positions allocated to the Fireman-Mechanic General Foreman, Civil
Engineer IV and Assistant City Engineer. It was revealed that the
audited position performed some of the division head duties of all of
the classifications. The same was true for comparisons of the described
, duties with the class specifications for Fireman-Mechanic General
Foreman, Civil Engineer IV and Assistant City Engineer.
The positions most similar to Mundahl's are the Fireman-Mechanic General
Foreman position occupied by Ralph Stolp Senior and those Public Works
positions that involve maintenance and construction - (A1 Shetka and
Gary Erickson.)
Ralph Stolp Sr. , Fireman-Mechanic General Foreman, White Collar
Supervisor Grade 16, supervises the maintenance, repair and servicing of

fire trucks, pumper engines, chemical wagons, autombiles, ladders,
� extinguishers, hoses, nozzles, patrol cars, and other Public Safety
equipment. Stolp oversees tests of new apparatus and completes reports
and recommendations regarding equipment. Stolp also prepares
- specifications for new equipment.
A1 Shetka, Public Works Maintenance Services Engineer, White Collar
Supervisor Grade 28, manages the street cleaning, snow plowing, and
general repair operations. The Field Supervisor and all the various
Public Works Foremen report directly or indirectly to Shetka. Shetka
also is responsible for the operation of the asphalt plant.
Gary Erickson, Civil Engineer IV, White Collar Supervisor Grade 25,
manages the sewer maintenance office. Erickson's unit consists of 40
employees. Their responsibility is to inspect, repair and clean sewers.
They operate and maintain pumping stations. Erickson directly or
indirectly supervises a Sewer Foreman III, a Sewer Foreman II, three
Sewer Foreman I's and fourteen Sewer Crew Leaders.
Erickson's position is similar to Mundahl's in many respects. Erickson
is responsible for preparing a budget. This includes estimating the
cost of repairs, the priority of repairs and the level of maintenance.
He conducts the safety program for sewer workers. Erickson is responsible
for new equipment purchases such as television monitoring units, jet
rodders and vactors (automated sewer cleaning equipment.) Erickson's
purchases are not as extensive as Mundahl's. All things considered,
Erickson's position is the most similar in complexity and level of
responsibility to Mundahl's.
Summary
The Director of Public Works believes that the position should be
upgraded to Grade 25. This compensates the position at the same level
as Engineer IV's. Engineer IV's manage a small unit that requires
certification as a Professional Engineer. The Municipal Garage Supervi-
sor manages a much larger unit with a considerably larger budget, but
the position requires extensive technical and mechanical knowledge
rather than a professional engineering knowledge or skill. Mr. Nygaard
believes upgrading the Municipal Garage Supervisor position to Grade 25
provides his management core with greater internal compensation equity.
I agree.
The budgetary impact of upgrading the position to Grade 25 is as
follows:

Recommendation
