An ordinance amending Chapter 60 of the Saint Paul Legislative Code
pertaining to zoning for the City of Saint Paul and the zoning maps
thereof.
WHEREAS, Pursuant to Minnesota Statutes, § 462.357 and § 64.400 of the
Legislative Code, John E. Blomquist, Inc. duly petitioned to rezone the vacant
block bounded by Etna, Reaney, Birmingham and Minnehaha from RM-1 and RM-2 to
B-1 for the purpose of establishing a U.S. post office; the petition having
been certified by the Planning Division on March 27, 1987 as having been �
consented to by at least two-thirds of the owners of the area of the property
to be rezoned, and further having been consented to by at least 67� of the
owners of the property situated within 100 feet of the total contiguous
property within one year preceding the date of the petition; and
WHEREAS, The Zoning Committee on April 30, 1987 conducted a public hearing for
the purpose of considering the rezoning petition, and pursuant to Section
107.03 of the Administrative Code, submitted its recommendation to the
Planning Commission that the petition be granted; and
WHEREAS, The Planning Commission considered the rezoning petition at its
meeting held on May 8, 1987 and recommended that the City Council approve the
petition; and
WHEREAS, Notice of a public hearing before the City Council on the said
rezoning petition was duly published in the official newspaper of the City on
May 23, 1987 and notices were duly mailed to each owner of affected property
and property situated wholly or partly within 350 feet of the property sought
to be �ezoned; and

WHEREAS, A public hearing before the City Council , having been conducted on
June 4, 1987 where all interested persons were heard, and the Council having
considered all the facts and recommendations concerning the petition; now,
therefore,
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That the zoning map of the City of Saint Paul , Sheet No. 15, as
incorporated by reference in Section 60.301 of the Saint Paul
Legislative Code, as amended, is hereby further amended as follows:
That property bounded by Etna, Reaney, Birmingham and Minnehaha being
more particularly described as all of Block 6, Lorena Park, all of Block
8, De Franchy's Division and all of Block 14, Denslow Rearrangement be
and is hereby rezoned from RM-1 and RM-2 to B-1.
Section 2.
This ordinance shall take effect and be in force thirty (30) days from
and after its passage, approval and publication.

Dear Sir:
On April 30, 1987, the Zoning Committee of the Planning Commission held a
public hearing on this rezoning. The petitioner testified. At the close of
the public hearing, the Committee voted 4 to 0 to approve the rezoning based on
staff findings.
On May 8, 1987, the Planning Commission upheld the Zoning Committee's
recommendation on a unanimous voice vote.
This rezoning is scheduled to be heard by the City Council on June 4, 1987.
Please notify me by June 2, 1987, if any member of the City Council wishes to
have slides of the site presented at the public hearing.

WHEREAS, John E. Blomquist, Inc. , file #10097, has petitioned to rezone the entire
block of vacant property bounded by Minnehaha, Etna, Reaney and Birmingham from RM-1
and RM-2 to B-1 for the purpose of constructing a United States Post Office; and
WHEREAS, the Zoning Committee of the Planning Commission on April 30, 1987, held a ��
public hearing at which all persons present were given an opportunity to be heard
pursuant to said application in accordance with the requirements of Section 64.400
of the Saint Paul Legislative Code; and
WHEREAS, Saint Paul Planning Commission, based on the evidence presented to its
Zoning Committee at the public hearing as substantially reflected in the minutes,
made the following findings of fact:
1. The applicants intend to sell this property to the U.S. government for the
construction of a one story post office building. The entire block would be
occupied by the building and the parking lot. The post office in the Dayton's
Bluff area on Minnehaha and Arcade would be moved to this new location.
2. The proposal includes patron ingress from Minnehaha and employee access
and patron egress onto Etna. Employee access would also be available from
Reaney. Parking areas for patrons and employees would be separate; 36 spaces
would be provided for patrons. (The specific access drives will be closely �
reviewed during the City's site plan review process. ) At the present post
office there are four patron parking spaces.

3. The intent of the B-1 zoning district is to permit uses which are necessary to
satisfy the basic convenience shopping or service needs of persons in nearby
residential areas. Uses permitted in the B-1 district include all uses
permitted in the OS-1 district, retail businesses which supply commodities on
the premises, personal service establishments, banks, post offices and similar
governmental office buildings.
4. The new facility would serve the same delivery area as the present post office
and would provide a convenient and safe location for the service needs of nearby
residential and commercial patrons.
5. Minnehaha Avenue is classified as a minor arterial B street. Such streets are
designed to serve communities in the same subregion, Land uses adjacent to
these types of streets are generally commercial or multiple family. Minor
arterial streets are designed primarily for medium to short trips at moderate
speeds.
6. The site was once used as a City dump and has severe soil problems. In some
areas there are approximately 60' of land fill. In addition, there is a ma�or
sewer interceptor running through the west half of the site. A new sanitary
sewer is also being constructed through this same area. The City and the MWCC
have easements along these lines and developemnt would be prohibited in this
area. These physical limitations and a history as a vacant parcel indicate that
multiple family development is unlikely at this site.
7. The District 2 land use plan states as a goal that the district "will maintain
and improve existing commercial endeavors within the district."
8. The District 4 land use plan identified inadequate parking for businesses
located near East Seventh Street (the location of the present post office) as a
ma�jor problem which required correction.

9. The City's comprehensive plan states as policy 3.3-9 that "the City will
encourage other goverrunental . . , agencies to make service . . . improvements in
identified areas."
NOW, THEREFORE, BE IT RESOLVED, by the Saint Paul Planning Commission that the
petition of John E. Blomquist, Inc. to rezone the entire block of vacant property
bounded by Minnehaha, Etna, Reaney and Birmingham more particularly described as:
All of Block 6, Lorena Park and all of Block 8, DeFranchy's Division, and all of

The meeting was chaired by Gladys Morton, Chairman.
JOHN E. BIAMOUIST. INC. (#10097) : A rezoning from RM-1 and RM-2 to B-1 for
property located at the vacant block bounded by Minnehaha, Etna, Reaney and
Birmingham to allow construction of a United States Post Office.
Ms. Datsko showed slides of the site and reviewed the staff report with a
recownendation for approval. She said that District 2 sent a letter of
support but also stated their concern about custorner entrances on cross
streets. Ms. Datsko stated that a neighbor phoned in support of the rezoning.
Ms. Zieman asked if any hazardous waste material was disposed of at this site.
Bill Betzler, 6272 Stillwater Boulevard, Oakdale, representing John Blomquist,
Inc. , stated that no hazardous waste was found at this site. He described the
history of land parcels comprising the site. Mr. Betzler stated that
neighboring residents met on April 8 and voiced approval of the site plan, but
were concerned about traffic exiting to Etna.
Harvey Erickson, 2051 Killebrew Drive, Bloomington, architect for the U. S.
Post Office, stated that a maneuvering and parking area exclusively for post
office vans will be enclosed with a fence. Parking for employees and patrons
will not be enclosed.
Ms. Morton asked if there would be any large semi-trailers parked on the
property. Mr. Erickson stated that those vehicles would be involved in only
two deliveries, early morning and early evening, and will be on the site for
approximately 30 minutes each time.
Mr. Repke asked the hours of operation. Mr. Erickson replied 8 a.m. to 5 p.m.
Lyle Hunt, 1390 Reaney Street, spoke in support of the rezoning and described
the previous use of the land.
Hearing no further testimony, Ms. Morton closed the public portion of the
meeting.
Mr. Levy made a motion to recommend approval of the rezoning based on staff
findings and applicant's testimony. Ms. Zieman seconded the motion which
passed on a unanimous voice vote.

C. SUFFICIENCY: The petition was declared sufficient by the Planning Division on
March 27, 1987; 29 parcels eligible, 20 parcels required, 26 parcels signed.
D. EXISTING LAND USE: The parcel is vacant.
E. SURROUNDING LAND USE AND ZONING DISTRICTS:

South: vacant, one lot developed comaaercial; RM-2, B-3

F. ZONING HISTORY: Prior to 1975 this parcel was zoned A residential. In 1955 and
again in 1962, rezonings from residential to commercial were denied. A petition
to rezone five lots of this block in 1980 to OS-1 was withdrawn prior to the
City Council hearing.
The sub�ject property is a portion of land formerly known as the Etna -
Birmingham Corridor. During the 1950s, the Minnesota Department of
Transportation proposed a major highway connector going northeast from U.S. 61
and I-94 to the proposed highway 212 and subsequently acquired property along
the proposed route. By 1978, MN DOT notified the City that highway 212 was
deleted from their program and that the state would releaee or reconvey all
landa or rights-of-way previously acquired. This particular block ia a tax-
forfeited property.
G. FINDINGS:
