WHEREAS, the Division of Building Inspection & Design has
requested the City Council to hold a �ublic hearing to consider
the advisability and necessity of ;:sze correction and wrecking and

Recor_der indicates �t�� fee owners of ��he above describe�property
are: Michael J. & T�Ta-�a M. Jackson, 880 Flandrau St. , St. Paul,
Minnesota 55106 . Parties of �n-�.erest include Robert P. and Patricia
J. Gehrman, Jr. , no address uvailable as owners of a contract
purchaser' s interest in a conLract for deed on this property. Another
party of interest according ro records of the Building Inspecrion &
Design Division are: Croi�; Properties, Inc . , 1349 South Rober't Street,
West St. Paul, Minnesota, 55118 . The First Merchants Bank of Saint Paul
holds a mortgage on the property. There are no judgments of record on
file agains'c the above parties .

WHEREAS, a public hearing will be held on Thursday, June 25, 1987,
at 10 : 00 A.M. by and before the Council of 'the City of Saint Paul in
the Council Chamber of the Court House, to consider the advisability
and necessit� of ordering the correction or wrecking and removal of
said structuze on the above described �roperty inasmuch as said structure

WHEREAS, upon the facts presented at the said hearing
consisting of photographs, inspection reports and the recommenda-
tion of the Building Department, it is further determined that
the above building constitutes a hazardous building within the
definition of Minnesota Statutes 463 . 15 for the following reasons :
LIST OF DEFICIENCIES FOR 697 JENKS AVENUE, ST. PAUL, MN
A. Exterior:
l . Exposed foundation on the west side has loose and cracked
cement blocks . Blocks lack mortar. Blocks at southwest
corner are improperly installed on their sides .
2 . All windows are removed.
3 . Hole burned through west wall .
4 . On the east side there is extensive fire damage to the eaves .
5 . Fire damage to rear east side porch.
6 . North side of foundation by cellar door is broken and
deteriorated.
7 . The chimney has missing and loose mortar and is in a
deteriorated condition.
8 . The east side cellar window is broken open.
9 . The roof shingles are warped and worn.
10 . Two rear plastic roof vents are melted.
11 . On the south-facing wall and the west wall near the front
door, there are wood framing members in contact with soil
and no visible foundation; also evidence of decayed wood
here .
B. Interior:
1 . Gutted.
2 . Extensive fire damage to the west section: ceiling joists,
roof rafters, and roof sheathing fire damaged.
3 . The support wall between the west section and the main
house is sagged.
4 . All wiring and plumbing systems have been removed from the
first floor.
C. General : �

sheathing:
2 . The ceiling joists are spliced and sagged.
3 . Service door removed.
4 . The south wall is bowed out of plumb.
The conditions outlined above constitute a public hazard and
the owner has made no attempt to satisf actorily repair the damage
despite the warnings of the Division of Building Inspection & Design,
the continued vacant and boarded up condition contributes a blighting
influence on the neighborhood.
Now, therefore, be it,
RESOLVED, that in accordance with Minnesota Statutes Sections
463 . 15 through 463 . 25 and based upon the foregoing findings of the
City Council, the Council of the City of St. Paul does hereby make
the following Order;
ORDER
1 . The owners of the above described buildings shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by having the buildings rehabilitated or razed and the
materials therefrom removed from the premises within thirty (30) days
from the date of the service of this Order.
2 . Unless such corrective action is taken to comply with this
Order or an answer served upon the City of St. Paul and filed in
the office of the Clerk of District Court of Ramsey County, Minnesota
within twenty (20 ) days from the date of the service of this Order,
a Motion for summary enforcement of this Order to raze and remove the
buildings will be made to the Ramsey County District Court;
3 . In the event that the buildings are razed by the City of
St. Paul pursuant to judgment of the District Court, all personal
property or fixtures of any kind which may unreasonably interfere
with the razing and removal of the buildings shall be removed
within ten ( 10) days from the entry of judgment; and if not so
removed, the City of St. Paul shall remove and dispose of such
personal property and fixtures as provided by law;

The Building Inspection and Design Division is hereby submitting its report on
the condition of the structure(s) at the location referred to above.
The owners of record are: Fee owner: Michael and Nata M. Jackson, 880 Flandrau
Street, St. Paul, Minnesota 55106; and the following unrecorded owner: Croix
Property, Inc. , 1349 S. Robert Street, West St. Paul, Minnesota 55118.
The legal description of the property is: Lot 30, Blk 14, Arlington Hills addi-
tion to St. Paul 4/45 thru 49.
The building(s) are a one and one-half story, wood frame, single family residence,
and a detached garage.
The subject property has been boarded up by the owner since 11/26/85.
These buildings, because of age, deterioration, lack of proper maintenance, fire
damage, the conditions described in the attached structural report, and the
attached list of deficiencies, are deemed to be hazardous.
Inasmuch as the conditions outlined above constitute a public hazard and the owner
has made no attempt to satisfactorily repair the damage, and the continued vacant
and boarded-up condition contributes a blighting influence on the neighborhood,
it is the recommendation of this Division that this matter be referred to the City
Attorney's office for razing and removal through District Court proceedings.
