87-928 WHITE - C�TV CIERK PINK - FINANCE TFJ COUIICIl /� CANARV - DEPARTMENT G I TY OF SA I NT 1 A U L `y BLUE - MAVOR File NO. ���/ � . ncil Resolution - Presented By , / Referre To Committee: Date Out of Committee By Date WHEREAS, on April 28 , 1987 the Division of Public Health for the City of Saint Paul inspected the property at 1115 Wake- field, Saint Paul , Minnesota, and determined after performing a fog test that a broken sewer line existed on said property; and WHEREAS , the Division issued written orders to the owner of the property, Richard Vaught, to correct the deficiency within 30 days ; and WHEREAS , Richard Vaught filed an appeal of said orders with the City Clerk on May 11 , 1987 ; and WHEREAS , the City Council on June 2, 1987 conducted a public hearing on the request and appeal of Richard Vaught and upon consideration affirmed the Division' s order to mend the broken sewer line and determined that the condition of the property is to be corrected on the date of the publication of this resolution; now, therefore , be it RESOLVED, that the order of the Division of Public Health directing that the broken main at 1115 Wakefield be repaired is hereby affirmed; and, be it FINALLY RESOLVED, that in the event the work is not com- pleted, the City may proceed to perform or complete the necessary work with the costs incurred therefrom collected in the same manner as provided by law. The tests indicates that the sewer line that connects your property to the City sewer system is broken. Broken sewer lines cause unsanitary conditions, and allow rats to tunnel to the surface of the ground. The repair of a broken sewer line from the property connection to the City sewer connection is the responsiblity of the owner of the property. This is your notice that you must complete the above repairs. You may appeal this order and obtain a hearing before the City Council by filinq a written request for a public hearing with the City Clerk, Room 386 City Hall, not more than seven (7) days from the date of this order. You will be notified by the City Clerk when the hearing will be held. Tf you do not file an appeal, a reinspection of your property will take place in 30 days. If corrective action has not been taken, the City of St. Paul may repair or replace the broken sewer line on your property for the purpose of eliminating the public health hazard, and any unsanitary condition caused by such broken sewer Iines. A permit and an inspection is required for all repairs or replacement of the sewer line. The permit may be obtained at the Division of Building Code Enforcement, Room 445 City Hall and Court House, St. Paul, Minnesota. Phone number is 298-4212. A permit is also required from the Sewer Division, Department of Public Works, 700 City Hall Annex, for work to be done on any sewer connection. You may hire your own licensed house sewer contractor, or chose to have the City of St.Paul make the repairs on your property. Enclosed is a list of licensed house sewer contractors that you may hire to complete the repairs. If you wish to have the City of St. Paul proceed with the repairs, you must do so by giving written permission to Mr. John Betz, Division of Public Health, Housing Code Enforcement Section, 555 Cedar Street, St. Paul, Minnesota 55101.
