WHEREAS, the St. Paul City Council has completed a reorgani-
zation plan which includes establishing goals, streamlining pro-
cedures, strengthening the council administrative office and
suspending standing committees; and
WHEREAS, suspending standinq committees removes Council-
members from holding chairmanships and exercising such other
authorities associated with standing committees; and
WHEREAS, the City Charter and Council rules provide for the
Council to elect its president and vice president by majority
vote of its members. Based on the results of the recent Council
retreats, it has been found that the Council operates best for
the common good when the resource, decision making, and
authorities are shared among its members; now, therefore,
�13E IT RESOLVED, that beginning June 30, 1987, the Council
rotate the offices of president and vice president monthly

, a-�r-alphabetical order, thusly, allowing all
members to serve equally; and be it
FINALLY RESOLVED, that for the purpose of achieving a single
point of accountability, all administrative and management
responsibilities of the Council as a whole shall be exercised by
the Director of the Council Investigation and Research Center
while under the supervision and control of the City Council.
