An Administrative Resolution establishing the rate of
pay for the class of Contract Compliance Supervisor
in the Salary Plan and Rates of Compensatjon Resolution.
RESOLVED, that the title of Contract Compliance Supervjsor shall be
paid at the rate set forth in Grade 18, Section ID4, Professional Employees
Supervisory Standard Ranges, of the Salary Plan and Rates of Compensation;
and be it
FINALLY RESOLVED, that this resolution shall take effect and be in
force the first pay period after the passage, approval and publjcation of
this resolution.

COST/BENEFIT, BUDGETARY AND PERSONNEL IMPACTS ANTICIPATID:
The Contract Compliance Supervisor will be a single incumbent position
and will replace a Contract Compliance Specialist position. The
difference in salary for the remainder of 1987 will be approximately
$1,800.00. The difference in salary for a full year will be
approximately $4,380.00.C�,
The Contract Compliance Specialist is a starred title with only two
incumbents. One of the incumbents will likely be assuming the Contract
Compliance Supervisor position. This would leave one Contract
Compliance Specialist position. The difference in salary for the
remainder of 1987 would be approximately $1,050.00. The difference in
salary for a full year would be approximately $1,800.00. �s••,��
Background
Contract Compliance Specialist is a starred title as a result of a
classification study requested by the Human Rights Department in 1981.
The Department requested that a classification be developed that could
be utilized in both the Contract Compliance and the Investigative
Sections. Field Representative I and II were developed as entry- and
journey-level positions. Contract Compliance Specialist was starred
(abolished except as to present incumbents) at the same time.
During the Comparable Worth Study, Field Representative I was studied
and upgraded. The Field Representative II position was not studied at
' that time because there was no incumbent.
Some time later, the Personnel Department studied the Field Representative
II title at the request of the Human Rights Department. The Field
Representative II, which is equivalent to the Contract Compliance
Specialist title, was upgraded to Grade 38.
This created an inequitable situation in the Human Rights Department.
The incumbents in the newly-created Field Representative II classifica-
tion, are performing duties and responsibilities identical to the
incumbents of the "starred" Contract Compliance Specialist
classification but are being paid more. This resolution would correct
that situation.
Financing Recommendations:
For 1987, this increase could be financed through the Use of the
General P� Fund balance or through service cuts in the affected
department. For 1988, the sources would either be property taxes
� or permanent service reductions in tne affected department.
