It should be noted that these changes will increase the wages for twenty-three full time equivalent positions. Because of their unusual nature - part-time, seasonal, variable hours; they were not evaluated by the Comparable Worth Consultants and we do not use the Quantitative Evaluation System to determine the appropriate grade. Employees holding these titles do not participate in collective bargaining and therefore do not receive negotiated annual increases. Salaries are usually proposed by the department where the majority of the incumbents are employed and are based on market considerations. Ramsey County currently pays significantly more than we do for comparable titles. This proposal would raise our payrates to within 85 to 95 percent of Ramsey County's pay rates. The salaries were not proposed as a percentage increase but rather as a flat dollar amount to bring the salaries within a competitive range. In 1986, the payroll expenditure for all titles combined was approximately $200,000. If the salary adjustments are approved, this would increase by approximately $23,700 annually. This amounts to an 11.85 percent increase. Budget Office Addendum The majority of the added expense for the request will be financed through the Special Services Fund. The financing for this fund primarily comes from users' fees. It is recommended that the Parks Division apply the users` fees to this added cost.
