Villaume, III }�(,� DATE: June 10, 1987 RE: Mary M. Courtney v. City of St. Paul and John Patrick Finnegan Our File No. S83-0206 This claim arises out of an automobile accident that took place on December 1, 1982 on Pierce Butler Route near Holton. Mary M. Courtney was driving west on Pierce Butler towards her home. St. Paul Police Officer John Finnegan was responding to an alarm call and was also westbound on Pierce Butler with his red lights flashing, but without his siren on. Ms. Courtney was intending to exit at Snelling when she was struck from behind by the squad car. Officer Finnegan reported that Ms . Courtney appeared to be turning at Holton and made a motion to the left and so he started to the right. However, Ms. Courtney continued straight ahead and Officer Finnegan collided with the slower moving car. Ms . Courtney ' s 1976 Chevrolet Chevelle was considered a total loss and was appraised as having a pre-accident value of $1, 700 .
