An Ordinance amending section 410.04,
subdivision l , of the Saint Paul Legis-
lative Code pertaining to Non-Intoxicating
Malt Liquor Regulations.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1 .
That section 410.04, subdivision 1 , of the Saint Paul Legis-
lative Code be and is hereby amended to read as follows :
Subdivision l. Minors. No non-intoxicating malt
liquors shall be sold or furnished for any purpose
whatever to any person under 21 years of age. Proof
of age for purchasing or consuming non-intoxicating
malt liquor beverages may be established only by a
valid drivers license or Minnesota Identification
card, or in the case of a foreign national by a
valid passport. A person who was born on or before
5eptember l , 1967 , may continue to purchase and
consume alcoholic beverages and shall be treated
for purposes of this code as a person who is 21
years old.
Section 2.
This ordinance shall take effect and be in force thirty days
from and after its passage , approval and publication.

Dear Mr. Carchedi :
You had asked that I prepare amendments to Chapters 409 and
410 to make those provisions dealing with the sale of liquor
to minors consistent with state law. The enclosed amendments
are intended to accomplish your request.
Section 409.08, clause 2, is changed to raise the drinking
age to 21 , to provide that proof of age be by a valid drivers
license, Minnesota identification card or in the case of foreign
nationals by a passport, and to specify that persons born prior
to September 1 , 1967 , will be allowed to purchase or consume
alcoholic beverages. Eliminated from the previous provisions
are references to sales to habitual drunkards and the prohibition
of minors from entering rooms where liquor is sold or served
unless accompanied by parents or guardians.
Section 409.08 , clause 4, deals with the employment of persons
under the age of 18 and is made consistent with the current
wording of the state statute, section 340A.412, subdivision
10.
The amendment to section 410.04, subdivision 1 , changes the
drinking age of 3.2 beer from 19 to 21 with the exception .for
persons born prior to September 1 , 1967, and also eliminates
the prohibition of minors from entering rooms where beer is
sold or served unless accompanied by parents or guardians.
I have also prepared amendments to Chapter 244 of the code
to change the restrictions on possession of liquor or represen-
tation as to age from 19 to 21 years old, so as to be consistent
with current state law.
